DECISIVE ANALYTICS Corporation is seeking aSenior Program Protection Analyst. This position will support our Office of the Secretary of Defense customer in Alexandria, VA.

Responsibilities:

The Senior Program Protection Analyst will be responsible for supporting the development and application of system security engineering, and program protection for major defense acquisition programs in support of the Deputy Assistant Secretary of Defense for Systems Engineering and the Assistant Secretary of Defense for Research and Engineering.

Duties will include:

  • Supporting the development and application of system security engineering, and program protection for major defense acquisition programs.
  • Work with major defense acquisition programs to develop Program Protection Plans (PPP), and advise programs throughout the PPP development process.
  • Support program protection activities by working with program office Integrated Product Teams (IPT) to assess program security risks, and develop risk mitigation strategies.
  • May brief lead systems engineers on program protection policy, guidance and expectations. May provide weekly status updates to senior Department of Defense (DoD) officials. May coordinate Office of Secretary of Defense (OSD) efforts with Army, Navy, Air Force, and defense agency staffs.
  • Work with a team of subject matter experts in software and hardware assurance, cybersecurity and supply chain risk management to address security risks for advanced capabilities and systems.
  • Analyze critical program information, critical mission functions and critical components to ensure protection for state-of-the-art technologies.
  • Develop OSD policy, guidance and training to implement systems security engineering and program protection initiatives.

Qualifications:

  • Must have senior level program protection experience.
  • Demonstrate extensive experience with program management in the Department of Defense environment to include a comprehensive understanding of DoD acquisition policies and system security engineering.
  • Strong knowledge of the DoD weapon system acquisition and Systems Engineering processes defined in DoD Instruction (DoDI) 5000.02 and the Defense Acquisition Guidebook (DAG). Knowledge was obtained through a combination of formal training and job experiences related to at least one of the following domain areas: Ships and Submarines; Rotary Wing and Unmanned Aircraft System (UAS); Fixed Wing; Land Combat; C2ISR; Business Systems; Missiles and Missile Defense; Space; and Communications.
  • Understanding of the DoD acquisition lifecycle, technical activities and timelines, statutory/regulatory documentation, certifications, and dependencies.
  • Experience in performing system engineering functions such as translating user requirements to specifications, developing schedules, planning for technical reviews, quantifying and mitigating risks/issues, monitoring technical performance measures, and verifying requirements.
  • Experience and understanding of the Operation of the Defense Acquisition System (DoDI 5000.02).
  • Experience and understanding of System Security Engineering Policy (DoDI 5200.39 and 5200.44); and guidance (DAG Chapter 13).
  • Experience and understanding of the System Engineering Technical Review (SETR) exit criteria.
  • Understanding of the system security engineering specialties requirements and design criteria (System Engineering specialties = Supply chain, cybersecurity, hardware assurance, anti-tamper, software assurance, and defense exportability).
  • Understanding and the use of the application of DoDI 8500, 8510, NIST 800-53, NIST 800-171, and Risk Management Framework (RMF)/ DoD Information Assurance Certification and Accreditation Process (DIACAP) activities.
  • Excellent interpersonal and communication (oral and writing) skills. Must have experience in using critical thinking to prepare written reports and presentations for senior-level officials. Must have demonstrated strong knowledge of Excel and PowerPoint software applications
  • Past military experience or military acquisition system experience is a plus.
  • A minimum of a Bachelor of Science degree. An advanced degree in a technical or quantitative discipline is highly desirable.
  • Must have a SECRET clearance, and be capable of obtaining a Top Secret clearance.

Our IT Security Program Senior Analysts help our Federal government customers implement security solutions that go beyond merely achieving security compliance, but enable them to overcome obstacles and further their agency's mission. These Senior Analysts will support team members in performing various IT Security Program tasks for a Federal Agency including Program Governance; Assessment & Authorization; Policies; Procedures; Guidelines and Standards; Risk Assessment and IV&V; Information Security Awareness; Training, and Education; Continual Service Improvement and Remediation; Continuity of Operations; and Audit Liaison support. They will work under the supervision and direction of more senior IT professionals providing support to assist the Agency in the maturation of the client's IT Security Program.
