Job Description Summary

Enterprise Ohio serves as the backbone organization for the Lead Safe Cleveland Coalition, an inclusive, public-private partnership founded in 2019 to address lead poisoning through a comprehensive, preventive, and long-term approach. Today, the Coalition has over 500 members and several working committees and subcommittees. In addition to supporting the Coalition, Enterprise Ohio manages the Coalition's main tool - the Lead Safe Home Fund. The Lead Safe Home Fund is a first-of-its-kind public-private fund to provide Cleveland residents and property owners with all the programs and services necessary to make the City of Cleveland's Lead Safe Certification successful and support families in living lead safe.

The Senior Program Officer, Lead will join the existing Enterprise Lead team and collaboratively work on supporting the operations of Enterprise as coordinating entity of the Lead Safe Cleveland Coalition. We are seeking a detailed oriented individual with strong financial and analytical skills to assist with activities including oversight for all public, private, and government awards made to the Lead Safe Home Fund and Lead Safe Home Fund Administrator compliance. The Senior Program Officer, Lead will create and maintain required reports for all funders pursuant to funders' requirements and review and validate all Lead Safe Home Fund budgets and monitor spend down of funding sources.

This position requires a commitment to maintaining a robust culture of financial management processes and the ability and desire to work in teams within and across organizations, the ability to communicate effectively to a variety of audiences and operate in a fast-paced work environment and adapt to changing timelines and priorities. The Senior Program Officer, Lead must have strong interpersonal skills, including humility and cultural competence to connect with people in all levels and sectors and an eagerness to grow as a lifelong learner. This position requires strong administrative, financial oversight and modeling, organizing, communication, and problem-solving skills.

The position reports to the Program Director, in Cleveland.

Job Description

Job Responsibilities:

  • Collaborate with cross-functional teams to understand business needs and requirements for reporting and analytics.

  • Budget Assessment, Monitoring and Enhancement

  • Develop and implement data assessment and audits to ensure accuracy and consistency of data

  • Identify opportunities for process improvement and enhancement to streamline and optimize financial operations and reporting

  • Monitor and track grant and contract budgets, expenditures, and financial reports

  • Assess and validate Lead Safe Home Fund budgets

  • Review and process monthly invoices from administrators

  • Compliance and Reporting

  • Review and interpret funding entity's guidelines and reporting requirements

  • Develop and implement compliance monitoring procedures

  • Ensure compliance with terms and conditions of grants and contracts

  • Conduct regular reviews to ensure adherence to federal, state, and institutional polices and regulations

  • Prepare and submit required financial and performance reports to funders and stakeholders

  • Communicate findings and insights to stakeholders through presentations and written reports.

  • Convene regular meetings with internal and external stakeholders

  • Coordinate administrator contracting and assist with Request for Qualifications/Request for Proposal processes

  • Act as a liaison between the organization and funding agencies

  • Maintain accurate and organized records of all grant and contract documentation

  • Other responsibilities as they arise

Qualifications:

  • Undergraduate degree, graduate degree preferred in related field such as Business, Finance, or Information Technology.

  • Minimum of 5 years' experience in relevant program management, grant and/or contract compliance, business, banking, finance, nonprofit fiscal management, or information technology.

  • Commitment to advancing racial equity including creating a culture of inclusivity, equity, and diversity

  • Experience working with diverse range of communities and people.

  • Lived experience and/or service that informs worldviews and/or perspectives about creating social equity across race, ethnicity, language, social class, gender, sexuality, religion, disability, and other dimensions.

  • Demonstrated diplomacy, composure, and ability to adapt to a variety of situations.

  • Proven track record leading cross-functional teams both internally and externally to an organization.

  • Experience in developing and building financial tools to aid program and fiscal oversight.

  • Strong experience with financial analyses including using tools such as Excel, SmartSheets, etc.

  • Ability to demonstrate concepts graphically through PowerPoint and other visually oriented media.

  • Highly skilled in organizational management, drawing upon proven experiences that include realistic shared goal setting, identifying and communicating potential risks, creative problem solving, and tracking results.

  • Ability to learn quickly and synthesize new, complicated information.

  • Ability to work collaboratively, generate consensus, and take responsibility for moving tasks forward with minimal supervision.

  • Exceptional communication skills with ability to clearly express concepts verbally and in writing as well as strong listening comprehension.

  • Excellent writing, editing, and research skills to produce complete, correct correspondence and reports.

  • Ability to facilitate meetings with diverse stakeholders, organize convenings, use good judgment in managing conflicting demands and priorities, and meet deadlines.

  • Adept at indirect management/supervision and an ability to work under moderate supervision

Total Rewards at Enterprise:

The base salary for this role is $85,000 to $87,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
