Position Role Type:

This position is for a Value Stream Leader (VSL) within Simulation and Training Systems Air Combat portfolio. This person will serve as the primary VSL accountable for the development and production life cycle performance of a long-term, leading-edge simulation and training program with a large, highly motivated, and highly integrated team. Key skill set for this role will be the ability to exercise strong masterful change management skills while maintaining a positive relationship with a strategic prime customer.

This position is onsite in Sterling, VA

Primary Responsibilities:

  • Lead large-sized program team to ensure adherence to program plans, schedules, and budgets for programs under his/her responsibility

  • Practices exceptional change management to ensure execution ability to meet program execution milestones, scope, and budget

  • Establishes milestones, develops, and owns program plans, schedules, and budgets, and monitors allocation of resources. Capable of identifying program problems and recommending solutions as needed to ensure program success

  • Capable of briefing executive leadership on program performance, strategic planning, and future expectations

  • Reviews and presents plans and progress reports, monitors the presentation of value-stream strategy, progress, and results

  • Drives strategic planning efforts for large and complex programs

  • Leads continuous improvement including initiatives to rectify supply chain challenges and optimize efficiency and quality

  • Drives/leads responses to customer action items

  • Leads the negotiation of contracts and changes, including coordinating preparation of proposals, business plans, proposal work statements, operational budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization's interests

  • Directs all program phases from production through sustainment

  • Interfaces with customers for project specifications to ensure successful completion

  • Manages the contract lifecycle, cost, schedule and performance of company programs or subsystems of major programs

  • Establishes cost-plus contract performance targets and directs work to achieve these targets

Basic Qualifications:

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

  • Active and transferable U.S. government issued Secret Security Clearance is required prior to start date

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Experience developing and reviewing cost proposals and synthesizing Gate Packages for Management Review and approval required

  • Experience in managing cost, schedule and technical performance for various government contracts required

  • Experience building and leading high performing teams in a matrixed environment required

  • EVMS Certification or experience managing cost-type contracts required

Preferred Qualifications:

  • Master's in Business Administration, or Master's in Engineering Management

  • Joint Simulation Environment integration work

  • Experience with DoD acquisition, requirements and procurement processes is also beneficial

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
