The Sr. Program Manager (PM) provides oversight of a highly complex IT program.
The PM will be the single representative responsible for program performance, services and deliverables under the contract and will serve as the primary liaison between the customer and SAIC.
The PM is responsible for assembling project team, assigning individual responsibilities, identifying appropriate resources needed, and developing schedule to ensure timely completion of project and meeting deadlines of project.
The PM manages and oversees all activities performed by contractor team, to include ensuring that government management is kept apprised of all risks that could cast negatively affect customers or external stakeholders.
The candidate will work closely with the government Contracting Officer's Technical Representative (COTR), government technical leadership, and SAIC operational leadership.
The PM duties will include managing all aspects of the program performance from initiation to closeout; business relationship management, meeting technical, schedule and financial requirements; directing and/or supervising personnel; risk management; subcontractor oversight; and serve as a direct liaison between the SAIC technical team and customer.
The PM will manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.
Define or contribute to the program baseline then execute the program to comply with baseline requirements.
Manage risk, customer relationships, and program staffing.
Ensure compliance with quality standards and escalate challenges to SAIC leadership.
Support business development and program staff management.
Education and Experience
A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline. This position requires a minimum of fifteen years' experience, of which at least ten years must be specialized.
Specialized experience includes: project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, and demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
General experience includes increasing responsibilities in information systems design and/or management.
With a Master's degree, thirteen years' general experience of which at least nine years specialized experience is required.
With a Ph.D., twelve years' general experience of which at least eight years must be specialized experience.
Proven experience interfacing with senior level client representatives and managing multiple ongoing efforts in a fast paced environment.
Demonstrated ability to manage complex tasks and teams.
Experience managing small to very large project groups through complex concepts/issues.
Able to obtain Public Trust clearance.
ITIL and/or Six Sigma Certification.
Master's degree is preferred.
Management experience at NIH preferred.
