Program Description

Insight Housing's residential programming consists of a multitude of interim housing, a licensed Adult Residential Facility, Permanent Supportive Housing, Health, CalAim/HCS with Housing Navigation/Tenancy Sustaining Services to approximately 70+ households, a Community Meals Program and other residential programs in Alameda County as assigned. Services include case management, housing placement and retention, benefits enrollment and linkages to primary care, mental health and substance treatment services.

Position Summary

Under supervision of the Regional Director, the Senior Program Manager's (SPM) will assist with residential program management, new program planning and implementation, ensure program outcomes are being met, provide support to Residential Program Managers, and provide leadership in the areas of the Community Health Record (CHR) access, contract reporting and fiscal oversight. Current program oversight for this role is

the Women's Shelter, Shelter+ Care, and Russell Street Residence (Licensed Board and Care Facility).

Essential Duties and Responsibilities

  • Provide leadership to the residential programs and support Residential and Meals Program Managers in day-to-day operations of the programs.

  • In collaboration with the Regional Director and Program Managers, hire, onboard, train, supervise, evaluate, and terminate as necessary all residential program staff.

  • Collaborate with the Regional Director to provide weekly supervision to the Program Managers.

  • Oversee the Residential Program contracts and budgets.

  • Ensure clients receive appropriate services as required by our contracts.

  • Assist Residential Program Managers with administrative duties (developing and maintaining services trackers, tracking program goals and outcomes, responding to city and county information requests, developing management tools to effectively run programs).

  • Review and ensure all program documentation are in compliance with grant requirements.

  • Conduct client chart audits at least twice a year.

  • In partnership with Insight Housing's Leadership and the Director of Operations, ensure CARF Accreditation compliance and goals are met.

  • Responsible for completion of all monthly, quarterly, and annual contract reporting.

  • Assist with all contract renewal and financial audit processes.

  • Participate and facilitate case conference meetings in partnership with the Regional Director and Clinical Case Manager.

  • Work closely with Insight Housing's Leadership to ensure monthly spending is aligned with budget requirements and program goals.

  • Build and maintain collaborative relationships with all of our city and county partners and represent Insight Housing at external meetings, as necessary.

  • Represent Insight Housing and speak at community engagements, as necessary.

  • Serve as the liaison between our Residential Programs and the Coordinated Entry System (CES).

  • Participate in community CES planning and implementation.

  • Act as primary program liaison with other outside community partners, as needed.

  • Monitor and approve time sheets for Program Managers when they are out.

  • Identify training needs for each residential program and collaborate with the Clinical Case Manager to develop and schedule.

  • Research available training opportunities for staff, both internal and external to the agency

  • In Collaboration with Human Resources (HR), conduct new hire onboarding and ongoing staff training.

  • Collaborate with the DOP and Regional Director to plan and facilitate quarterly Program Manager meetings.

  • Provide leadership to staff in emergency situations.

  • Attend and participate in all meetings and trainings as assigned.

  • Complete and submit own timesheets and approve staff timesheet in a timely and accurate manner.

  • Work within the framework of Insight Housing's Code of Conduct.

  • Perform other tasks as assigned by supervisor.

Qualifications, Skills and Abilities

  • Bachelor's degree in Social Services or related field, or equivalent combination of education, training, and experience. Master's degree in related field strongly preferred.

  • Commitment to serving homeless individuals

  • Minimum of 2 years progressive program management and staff supervision experience.

  • Must have residential management experience in a 24/7 facility

  • General knowledge of local community resources.

  • Must be familiar with government contracts in order to keep program activities and program files in compliance with Alameda County and City of Berkeley regulations and scope of service.

  • Highly proficient in Microsoft Office, email, internet, and calendaring applications. Experience with HMIS data entry strongly preferred. Must have excellent Excel and tracking skills, experience with database reporting and extensive data entry.

  • Strong community networking skills and ability to build resources and relationships that improve continuity of care.

  • Excellent verbal and written communication skills.

  • Excellent interpersonal skills with a can do and flexible attitude.

  • Ability to work with minimal supervision, multitask, maintain confidentiality, and meet deadlines.

  • Ability to maintain professional conduct, attitude, and appearance at all times.

Special Requirements

  • This position requires frequent driving. A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies.

  • Must be able to receive and maintain criminal records clearance.

  • Must maintain First Aid and CPR certification.

  • Must be able to obtain DOJ and TB clearance during pre-hire after offer is extended

Physical Requirements

While performing the duties of this job, the employee is

  • Regularly required to use hands and fingers to handle, feel, or operate objects, tools or controls, and reach with hands and arms.

  • Frequently required to stand, walk, sit, climb stairs, talk, hear, and see clearly.

  • May be occasionally required to stoop, kneel, or crouch.

  • May be required to lift or move up to 50 lbs.
