Senior Program Manager Job Duties:

  • Planning, coordination, execution, communications and delivery of multiple concurrent projects with the business and engineering teams

  • Proactively identify dependencies and issues between teams and work to resolve them including the prioritization of work to be executed

  • Facilitate discussions and manage relationships with various technology and business stakeholders

  • Track project scope changes, delivery timing and key project metrics

  • Communicate project progress, changes and risks across the entire organization including the senior leadership team

  • Have fun with the teams you work with and work as a team to better each other

Required Abilities and Achievements

  • Relevant Bachelor's degree; or equivalent experience

  • 4 years experience in IT project management; Big four / consulting background is a plus

  • Knowledge and experience delivering projects within IT operations including IT systems, and infrastructure

  • Familiarity with waterfall and Agile project management methodologies

  • Ability to build strong rapport with stakeholders to influence desired outcome

  • Leadership qualities; ability to interface with cross-functional teams such as Finance, Engineering and Operations

Overview of Recruitment: We are seeking a dynamic and highly motivated professional to fill a Career Service (FTE) Project/ Program Manager IV level position on our Capital Project Management Team. The ideal person will be seeking to take on challenges and be driven by a desire to help our team address its growing need to manage information and data in making decisions and reporting on our performance. They would possess self-confidence and be self-motivated. They would possess a forward-looking vision, technical experience in the fields of computer science, geographical information systems, data analytics, information management, or other related fields and use them to drive change, modernize, and integrate the existing systems currently managed by the Capital Section. This position will act as a program manager for the existing Management Information Systems used by our team to manage Parks Capital Projects and Assets. This position will also serve as project manager to implement new systems and business processes needed to support the Parks Capital Program. Expected Start Date: Early January, 2020 Possible Recruitment Options: This recruitment may also be used to fill a separate Term Limited Temporary or Special Duty Assignment Project/Program Manager IV (PPM IV) Information Systems position. Job Overview: The position is in the Parks Division Capital Improvement Program. In this position you will have the opportunity to work with highly skilled team members throughout the division and directly participate in the modernization of the Parks Management Information Systems. The PPM IV reports directly to the Capital Improvement Program Managing Supervisor. Using LEAN, Agile, and other similar methodologies, the ideal candidate is expected to assist the team in streamlining Capital Project and Asset information and reporting systems, updating Parks Capital Project processes and workflows and help move the team's project work forward. This position will help the unit manage and use data in support of the division's equity and social justice principles in order to improve effectiveness and equity in how the division allocates, selects, and manages its Capital Assets and Projects. They will use their technical expertise and communication skills to compile, analyze, report on, and maintain Capital Asset and Project data. They will use interpersonal skills to provide advice, train, and support to Parks Division Management and other team members using the new and existing Management Information Systems. As a team member they will also use their project management skills to manage and implement new projects related to Parks Management Information Systems. Job Duties Examples of Job Responsibilities: * Managing implementation of new projects related to the Parks Asset Management software system (Lucity) including implementation of upcoming Lucity Mobile project in coordination with King County Information Technology Department (KCIT). * Managing implementation of new Management Information Systems and processes to manage the extensive data reporting needs required for tracking Parks Capital Projects, including development of the business case needs and requirements for new systems in coordination with Parks Finance, Director's Office, Business Development, and KCIT. * Maintenance, user management, and support of the existing Parks Capital Project Management software system (Unifier) in coordination with Oracle and other King County Departments. * Maintenance, user management, and support of the existing Parks Asset Management software system (Lucity) in coordination with the Parks Operations and Maintenance Section and KCIT. * Coordinating ongoing upgrades/updates to Parks Management Information Systems with the KCIT, Parks Operations and Maintenance section, and other stakeholders. * Developing custom reports, querying databases and exacting data from information systems in coordination with Parks Finance, Director's Office, and Business Sections to answer questions about Parks Capital Projects and Assets using Crystal reports, Excel, SQL, and other similar tools. * Developing and mapping business processes and workflows needed to manage the ongoing maintenance and collection of Capital Asset and Project data. * Presenting Capital Asset and Project data to a wide variety of audiences including Division and Department Leadership. * Application of methodologies such as LEAN, Agile, or similar methodologies for continuous improvement of Parks Capital Asset and Project Management processes and workflows. * Providing ongoing training, support and developing documentation for Parks staff using Parks Management Information Systems * Management of the work plans for other Parks staff working on the Parks Management Information Systems. * Management of Vendor and Consultant Contracts that support Parks Management Information Systems, including development of scopes of work, review and negotiation of fee proposals, and payment approval for invoices. * Development and management of schedules, cost estimates, and budgets for projects associated with Parks Management Information Systems. * Perform other duties as assigned. Experience, Qualifications, Knowledge, Skills The ideal candidate will have: * Skills in gathering, manipulating and using data utilizing a computer and other tools * Skills in applying quantitative and qualitative analytical methods; may include skills in applying statistical analysis * Skill in working as an effective team member * Skill in managing multiple tasks simultaneously * Experience managing projects with a variety of external and internal stakeholders * Ability to navigate in a political and litigious environment and handle multiple competing priorities * Excellent written and oral communications and presentation skills including the ability to present technical data to non-technical audiences including Division and Department leadership * Advanced level of computer skills, including Microsoft Office suite (Word, Excel, Project, and PowerPoint, Access); project management tracking software; asset management software; geographical information system (GIS) software * Experience using SQL, Python and other similar programming tools * Experience managing and training staff The most competitive candidates will have: * Bachelor's Degree in computer science, geographical information systems, mathematics, science, information systems or other related fields and/or any equivalent combination of education and experience demonstrating a broad based fundamental understanding of managing, interpreting, and reporting on data. * Six years or more of progressively responsible experience on a variety of projects including some large complex projects. Equivalent combination of education and experience demonstrating knowledge and application of data analysis, reporting, presentation, project management, and staff supervision. * Experience working with an asset management software system such as Lucity or similar * Experience working with a cloud based project management system such as Oracle Primavera Unifier or similar * General knowledge of Parks Capital Assets and Operations Supplemental Information Working Conditions and Physical Requirements * Work requires the ability to operate a King County vehicle to attend off-site meetings and visits to project/construction sites. * Work involves walking moderate distances on even and uneven surfaces in the field year-round in varying weather conditions.
