World Vision is looking for a Senior Program Manager, HEA

Contribute to the International Programs Group's program quality and reporting goals through the management of sectoral projects (funded by US Government agencies, foundations, selected mega donors) and support proposal development process for portfolio related projects. Portfolio includes highly complex and/or high profile grants (generally with values exceeding $10M per year). Oversee project implementation, and providing monitoring and evaluation of the portfolio to ensure financial and legal compliance and help pre-position World Vision for opportunities. Ensure compliance to donor standards, develop tools, and provide capacity building for funded projects. Promote and showcase existing projects and innovative ideas through external and internal engagements. Help carry out our Christian organization's mission, vision, and strategies. Personify the ministry of World Vision by witnessing to Christ and ministering to others through life, deed, word and sign.

  • Keep Christ central in our individual and corporate lives. Attend and participate in the leadership of devotions, weekly Chapel services, and regular prayer.

  • Provide support and oversight to project start-up with National Office, partner, and other key stakeholders. Responsibilities include, but are not limited to:

  • Facilitate start-up workshop, any required training (i.e., donor requirement, reporting), sharing of key program design documents, clarity on roles and responsibilities, action planning , and communicate outcomes of start-up to donor and critical stakeholders.

  • Assist with recruiting and staffing/consulting needs.

  • Ensure that monitoring and evaluation system is set up (including reporting templates), processes for developing detailed implementation plan is communicated and ensure that the reporting and evaluation process for the performance management of programs is developed.

  • Ensure that the reporting and evaluation process for the performance management of programs is developed.

  • Ensure that portfolio is managed effectively through appropriate, timely and detailed communication with appropriate internal teams, donors, and other relevant stakeholders regarding major issues and successes related to the project. Coordinate with appropriate staff and leadership to encourage and facilitate the documentation of promising practices and lessons learned. On-going project implementation support includes, but is not limited to:

  • Ensure on time submission of high quality reports.

  • Monitor implementation and resource/fund utilization rates in conjunction with Finance.

  • Assist the field in accessing appropriate technical assistance for successful implementation of activities.

  • Monitor compliance and ensure WV responds professionally to all compliance and audit issues, follow-up on audits findings and evaluation recommendations.

  • Lead program quality assurance and improvement, including development of tools, organizational and multi-sector linkages/leveraging, regular measurement of performance, and collaborative reviews to assess program and monitoring and evaluation (M&E) quality.

  • Lead close-out process (includes final reports, evaluations and lessons learned). Ensure that evaluation outcomes and lessons learned are shared with and disseminated to all appropriate stakeholders.

  • Lead or support assigned acquisition activities, including:

  • Ensure assigned pre-positioning opportunities have a well-developed matrix/capture plan/ gather, organize and disseminate intelligence on the opportunity; hold productive internal and external partnering discussions, map, identify and facilitate signing of partner Pre-Teaming Agreements; support NO in recruitment as requested; and work with the NO and technical advisors to coordinate pre-design activities.

  • In partnership with appropriate colleagues and leadership, identify strategic partnerships, manage these partnerships to align strategies and engage organizations to demonstrate World Vision's capacity for upcoming bids. Develop memos of understanding (MOUs), build consortiums, and lead partner evaluation processes.

  • Promote and showcase existing high priority projects and innovative ideas through external and internal engagements. Raise visibility of WV project impact through external events or written products and work with technical advisors to identify innovative programming in grants.

  • Develop and maintain a repository of learning and evidence-base to share with program officers, and share tools and resources for support to existing staff.

  • Support the proposal manager in the proposal development process for relevant new opportunities, including activities such as: providing input into relevant proposal sections and proposal review; supporting proposal process management (e.g., coordinating partners and securing needed consultants); and supporting proposal manager in other proposal needs as appropriate.

  • For project within portfolio, coordinate and submit cost extension.

  • Provide on-boarding support and ongoing capacity building in program management and prepositioning to colleagues and teammates.

  • Conduct appropriate and useful field visits to assist the office, ensuring communication and coordination with appropriate staff members.

  • May hire, fire, train, and counsel employees under direct and indirect supervision; evaluate employee performance against individual and team goals and recommend salary increases, promotions and other personnel actions.

  • Perform other duties as assigned.

  • Work collaboratively with team members when assigned to work as part of a team.

  • Keep informed of organizational announcements, activities and changes via regular reading of the WVUS Intranet and other corporate communication tools.

Required Skills

Field experience, implementing/managing grant programming is important.

French or Spanish language skills would be good.

The ability to get things done through persuasion is important given that WV US does not have line management responsibilities in the field.

A very good understanding of grant management.

Required Experience

Bachelor's degree or equivalent work experience (eight years). In addition to education or education equivalent, requires a minimum of 6-8 years of relevant professional experience. Work experience to include direct experience managing large grants from US Government agencies, institutional foundations, or individual mega donors. Proven experience effectively managing large projects and successful resolution of implementation challenges. Demonstrated ability to facilitate multi-stakeholder engagement. Broad sector knowledge and/or field experience in one of more of the following areas: health, child protection, education, gender, food security, livelihoods, WASH, humanitarian or emergency programming, and/or monitoring and evaluation. Strong skills with Microsoft Office Suite.

World Vision is looking for a HEA Program Manager Support in the planning, coordination and management of World Vision's response to CAT II and CAT III rapid-onset emergencies and complex humanitarian emergencies. Coordinate WVUS support to emergency response and chronic humanitarian emergency support in the field. Support in the acquisition of public, private, and bilateral relief grants on an as-needed basis through contributions to the writing of concept papers, proposal or other products as required. Responsibilities: * Work alongside the Management HEA Team Leader in managing and coordinating disaster responses and ensuring high quality HEA programming. Specific tasks may include: * Remain in ongoing communication with key Regional and National Office counterparts on early warning issues. Provide early warning updates to ERDM-CORE as appropriate. * Ensure adequate coordination between all WVUS stakeholders and the field in the context of a disaster response. * Serve as a primary point of contact on disasters for all WV stakeholders, including (but not limited to): Donor Engagement, Media, Advocacy, all IPG. * Evaluate field needs and recommend commitments from the ERDM-High Visibility Reserve Funds accordingly. * Brief WVUS stakeholders regarding the ongoing status of unfolding emergencies and WV responses in the field, using tools such at ERDM-CORE, etc. * Participate in relevant InterAction and other working group meetings, as delegated/determined by the relevant Team Leader. * Serve as part of the Global Surge Capacity Network (GSCN). * Provide support to the field, including technical review and finalization of response strategies, plans and budgets. * Build and maintain relationships with WVI HEA partners to enhance their understanding of WV's strategy for engagement with OFDA and PRM. * Contribute, as necessary, to the development of new public, private, and bilateral grant proposals. * Participate in the development, dissemination and promotion of WVUS IPG/HEA program strategies, standards and tools. * Interact with Regional Offices, National Offices and in-country response teams to provide technical and general support to an assigned regional and/or sector-focused portfolio of rapid onset and chronic emergency responses. Support includes but is not limited to: * Needs assessments, program design, start-up, phase-in, phase-out, customer service, communications, reporting, monitoring and/or evaluation activities * Develop reporting and evaluation processes for performance management of programs * Ensure applicable WVUS program standards meet or exceed donor expectations * Lead or participate in emergency response program development * Lead, participate in, or facilitate assessments, surveys or evaluations as necessary for risk management, standards setting, policy formation and program development * Serve as a member of the WVI HEA Global Surge Capacity Network (GSCN) and as such be deployable to high-visibility Category III, Level 3 emergencies if needed. * Collaborate with WVUS IPG teams and WVI regional and national offices to develop and conduct training in emergency response program methodologies and concepts, including program design, best practices and technical trends, monitoring and evaluation. * Encourage and facilitate the documentation of best practices and lessons learned in the context of an assigned portfolio, directed toward multiple audiences, to influence policy formation, develop capacity and foster professionalism. * Build and maintain relationships with external and internal partners in order to enhance their understanding of WVUS program standards and strategies * May manage relationships with external resource partners, such as donors and other key stakeholders. * May participate in WV Partnership working groups to establish Partnership-wide policies and standards. * May collaborate with development representatives and/or marketing product mangers to develop and/or align resource acquisition strategies and plans. Public Program * Maintain an up-to-date knowledge of trends, issues and discussions related to the IPG/HEA team's primary public, private, and bilateral donors, including: USAID/OFDA, US Department of State Bureau for Population, Refugees and Migration (BPRM), UN OCHA, UNHCR, and UNICEF relief grants. * Support public grant acquisition within assigned rapid-onset and chronic emergency response portfolio, including project and proposal development, standard setting, tools development for capacity building, setting and monitoring milestones, policy and contracts review * Management and financial oversight of grant funded projects and overall grant portfolio, including standard setting, tools development, capacity building, and monitoring and evaluation * Shared responsibility for integration of PP&A with programming Private Program * Provision of operational framework, strategies and mechanisms for programming with the field * Driving the integration of programming and financial resource streams * Management of privately funded portfolio at NO and RO levels * Coordination and direct access point into Operations for PDE and other non-IPG internal clients for respective income streams * Perform other duties as assigned. * Keep informed of organizational announcements, activities and changes via regular reading of the WVUS Intranet and other corporate communication tools. Required Skills This position will be working with the Latin America and Caribbean offices for World Vision. The majority of the work will be connected to the wider/regional Venezuela response. As such, fluency in Spanish (reading, writing, speaking) is required. The ability to get things done through using the skills of influence and persuasion are critical given that WV US doesn't have line management responsibilities with these field/national offices. A good understanding of USAID grants, how to manage them, etc. is critical. Required Experience Bachelor's degree or equivalent work experience (eight years). Master's degree in related field such as international relations, social sciences, etc. preferred. In addition to education or education equivalent, requires a minimum of five years related work experience. Understanding of the key issues in humanitarian and emergency affairs and in-depth knowledge of areas of responsibility required. Ability to apply skills and paradigms appropriately in a relief or chronic humanitarian emergency context. Proven work experience in grant writing and other relevant skills.
