Duties

As a Senior Program Manager, you will:

  • Serve as a senior staff member responsible for accomplishing multiple studies, projects, and key program initiatives related to ODCP.

  • Manage and perform activities related to the management of ODCP, to include acquisition planning and quality measures.

  • Identify and perform program assessments and management reviews with the Director, ODCP and senior staff members.

  • Promote harmonious resolutions of issues and concerns within Treasury and between Treasury, the District Government, and DCRB related to the D.C. Pensions Program.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following:

  • Interpreting and drafting legislative, financial, and programmatic guidance; AND
  • Collecting, analyzing, and integrating detailed and/or ambiguous information and communicating it to the appropriate office staff or executives to support the successful execution of office operations; AND
  • Independently identifying and performing program assessment and management reviews; AND
  • Coordinating with internal and external business partners to develop and execute program strategies.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:

  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

  • Undergo an income tax verification

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
