As Senior Program Manager for NRO Business:

  • You will work directly on NRO projects as needed but will spend a portion of your time growing the business area and helping TKO to support key programs.

  • You will support the design and implementation of a corporate business strategy for NRO.

  • You will work across contractor and government contacts to identify prime contractor team-mates and proposal opportunities.

  • You will lead TKO pursuit efforts, preparing proposal materials, and leading proposal teams.

  • You will identify and attract key personnel required to implement your strategy and will work with TKO security and management staff to place these people on contract.

  • You will demonstrate TKO's focus and concern for mission and ability to provide the industry's top personnel both through your own performance and that of your chosen subordinates.

Basic Qualifications:

  • A recognized leader on major NRO engineering and/or acquisition efforts

  • Minimum of five years experience as a senior program manager

  • Minimum of twenty years experience in IC/DOD reconnaissance programs

  • Demonstrated ability to grow and maintain, complex engineering programs that succeed

  • Demonstrated Knowledge of IC and DOD acquisition processes

  • Demonstrated Knowledge of NRO major ground and space systems / programs

Clearance: TS/SCI clearance is required.

Northrop Grumman Technology Services is seeking several experiencedTargeting Officers to support a client's operational requirements on a missionfocused program within a challenging, dynamic setting located in the WashingtonMetropolitan Area. Successful candidates in thisposition will collaborate with a diverse group of individuals across theintelligence community and directly contribute to processes that shapegovernment policy. Targeters conductin-depth research, perform rigorous time sensitive analysis, and distill thisanalysis into actionable insights. You will collaborate with peers andpartners worldwide in support of operational activity related to yourresearch. You will manage multipleresearch projects simultaneously and provide on demand briefings and reports tothe key decision makers. In this role you willcollaborate with many other professionals and you will be a direct contributor tothe IC. Successful candidates will performAll Source research and analysis utilizing customer specific tools anddatabases, and will be responsible for providing technical reports. Experience and understanding of research,analysis and use of tools specific to the end customer is highlydesirable. You will identify andevaluate possible counterintelligence concerns, provide written products andbriefings and produce detailed targeting packages. These positions will belocated in the Chantilly and McLean, Virginia area and are contingent oncontract award. An active TS/SCI with Polygraph security clearance is required,there is no exception to the clearance requirement. Responsibilities of Targeting Officers include the executionof collection operations and providing subject matter expertise and guidance tocustomer leadership. Must be able to create, read and process all - sourceintelligence, including the ability to conduct research, analysis, reports fromall disciplines (HUMINT, SIGINT and Technical data), as well as followdirections as presented to them in a daily briefing. Should be comfortablepresenting research and briefing senior level managers quickly and thoroughlyand be able to react to a highly fluid environment. Should also be able torecall details acquired over time and effectively tie those details into anever continuing storyline. Successfulcandidates in this role with actively produce collection, develop strategies,engage leadership and implement plans. Responsibilities also include the ability to manage multiple research projects simultaneously and meetdeadlines in a fast-paced environment. (TSIntel2018) Required Basic Qualifications: * Must be a U.S. Citizen * Develop new leads for operational exploitation and demonstrate regional and/or functional expertise or working knowledge of geographic regions of interest to the United States, including the Middle East. * Must have an Active TS/SCI clearance with Polygraph- REQUIRED * Must have a Bachelor's degree and relevant experience within the sponsor's organization or other relevant organization(s) in the Intelligence Community (IC) * Possess excellent analytical and problem solving skills * Must have experience in All-Source analysis * Knowledge of customer's report writing standards and experience writing IC-related documents * Current and working knowledge of the Intelligence Community in general * Ability to work in a fluid and challenging environment with the ability to handle stressful situations * Be able to communicate details clearly and effectively verbally as well as in writing * Attention to detail and the ability to effectively follow-through and manage status reporting and scheduling * Ability to simultaneously manipulate multiple sets of data to derive inputs for targeting packages * Strong interpersonal skills and the ability to work well both independently and as part of a team * Potential for TDY travel. * Some positions have potential for shift work. Preferred Qualifications: * Relevant Desk Officer or Targeting Officer certifications * Analysts with languages preferred, Arabic, Dari, Pashto, Mandarin, Korean, Persian/Farsi and Russian. * Familiarity with various Intelligence Community partners and their operations * Should have at least 5 years of experience with Bachelor of Science, 3 years with Masters, 0 years with PhD or 7 additional years of relevant work experience in lieu of degree.
