The following are the duties of this position at the full working level.

  • Leads the work of other analysts who advise and assist top level management on changes to and formulation and implementation of policies for programs, processes, and initiatives to help improve the effectiveness and efficiency of agency strategies and nation-wide operations. As a lead analyst in a matrix organization, develops project plans, explains goals, solves work problems, provides input to supervisors on performance of other analysts, monitors interfacing issues between programs being led, identifies training needs, and determines resource and supply needs.

  • Coaches analysts in a team environment to assess existing and proposed programs and activities to determine their investment potential and contribution to achievement of the mission and strategic goals. Identifies business, technological, and financial risks within ongoing programs and opportunities directly and indirectly involved in meeting established agency goals and objectives, and serves as the top consultant on an analytical team to help prepare, execute, revise, and monitor management policies.

  • Leads the efforts of technicians and support staff with varying skill levels to plan, conduct, and complete policy and management analyses of complex issues and operations to provide senior executives with accurate and timely data, policy options, and recommendations and works with them to develop and implement policy changes that will help them carry out their strategic thinking and decision-making responsibilities.

  • Facilitates and leads the best selection and use of information technology hardware and software to gather and interpret data and prepare reports, spreadsheets, flow charts, policy statements, actions plans, milestones, and illustrated presentations for delivery to key strategic leaders. Serves as the expert and instructor on preparing and presenting team deliverables to top level Service wide audiences including policy statements, analytical reports, statistical summaries, implementation plans, computer generated visuals, executive presentations, and other methods to convey the results of a program analysis, particularly a National Special Assurance Review. Also guides team efforts in using information management systems tools to update managers and customers on project status.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: Specialized Experience GS 14:

You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience managing multiple assignments that required a wide range of experience with management and program oversight, public and/or business administration or public policy, qualitative and quantitative methods, planning policies and procedures, negotiation techniques and oral and written communications; experience working with computer applications sufficient to prepare written reports, spreadsheets, statistical tables, and flowcharts.

Examples of experience may include assignments where you performed the full range of project management principles, practices, methods, and techniques; conducted analysis of issues broad in nature, and/or of strategic importance; developed new approaches and/or refined existing techniques; and/or developed and implemented policies with broad impact. Experience with designs studies and analyses that model the impact of the allocation or reduction of resources on organizational performance; experience with designs scenario-based planning that assesses the impact of increases and decreases in budget on program implementation. Experience in the review and tracking of lifecycle cost analyses to understand variances in cost, schedule and key performance indicators. Experience conducting research and analysis to understand the impact of changes in the external environment on operations.

In addition to the above, you must have experience in the following areas: Designed or implemented studies and analyses that model the impact of the allocation or reduction of resources on organizational performance; or designed scenario-based planning that assesses the impact of increases and decreases in budget on program implementation; conducted research and analysis to understand the impact of changes in the external environment on operations.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible.

To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.   • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

  • This is a non-bargaining unit position.

  • Tour of Duty: Day Shift

  • Start and stop times between 6:00 a.m. and 6:00 p.m.
  • Alternative work schedule, staggered work hours or telework may be available.

  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
