Senior Program Cost Controls Manager

We have an exciting opportunity to join us in supporting one of our valued customers as a Senior Program Cost Controls Manager to work out of Tucson, AZ.

The Senior Program Cost Control Manager is responsible for managing program and project financials, schedules, and risks for $700M U.S. Government contract. Reporting to the corporate Senior Cost Controls Director, this position will develop work breakdown structures, analyze monthly financial reports, and perform critical path schedule analysis.

This position will implement Earned Value Management Systems, manage multiple fee pools, and ensure accurate forecasting. Additionally, they will collaborate with project teams, provide training, and coach program and project employees in implementing project financial risk management processes.

Essential Duties:

• Manage implementation of specific project financial monitoring and reporting techniques in Deltek CostPoint to further develop automation in project controls reporting.

• Provide project control for multiple DOD projects/technical delivery orders.

• Establish and maintain project WBS including revenue and billing formulas.

• Establish work breakdown structures (WBS) and maintain cost and schedule performance.

• Execute month-end accounting functions including project accruals, journal corrections and status updates.

• Prepared Estimate-At-Completion (EAC) and variance analysis and drive project profitability and other performance metrics.

• Assist with establishing a change request process and co-facilitate setting up the change request log on SharePoint.

• Develop spreadsheets to assist tracking of sub-contract cost and accruals for analysis and inclusion in estimate-at-completion calculations.

• Prepare and review inventory, labor, and cost collection schedules for compliance.

• Streamline month-end processes and create viable manual upload all documentation of all work onto SharePoint and GSA ASSIST.

• Participate in regular internal compliance audits to ensure all processes comply with regulations and FAR requirements.

• Develop and perform automatic data input to establish project cost controls for new projects in Deltek CostPoint.

• Manage project controls analyst within the Program.

• Provide stakeholder cost reports and briefings as needed to include senior members of the U.S. Government and corporate executives.

• Provide milestone input into Microsoft Project resource loaded Integrated Master Schedule (IMS) to support contract deliverables.

• Provide training in project management and project controls to Engineering and Operations personnel.

• Collaborate with the integrated Project Team to provide overall project management, acquisition support and schedule management support.

Required Qualifications:

• Minimum of 10 years in supporting U.S. Government contracts project cost control analysis

• Proficient in MS Office Suite

• Proficient in Deltek CostPoint

• Knowledge of project management principles

Preferred Qualifications:

• Certified Project Management Professional (PMP) preferred

• Masters Degree Preferred

Education/ Certification:

• Bachelor's degree in related field

Required Clearance: Clearable (Ability to Obtain Top Secret)

Travel: 10%
