This position is responsible for leading a team of Analysts who provide cost management and/or schedule management and analysis related to an established agile development and operations and maintenance tasks.
This position will oversee the development and maintenance of the program schedule and/or cost baseline within the contract parameters in conjunction with the program team. This position will also analyze program performance (historical and predictive), and monitor the forecasted completion data and will be responsible for composition of program deliverables.Job Duties: Provide Earned Value Management System (EVMS) leadership across the program Focus on both cost/EV and schedule management Implement EIA-748 EVMS Standards and develop process documentation to support a compliant EVMS Work closely with management team to maintain the project Work Breakdown Schedule (WBS), WBS Dictionary, OBS and Responsibility Assignment Matrix (RAM) Develop the time-phased budget and/or in conjunction with program team to meet all contract and program objectives Maintain the Performance Measurement Baseline (PMB) Collect, update, and analyze program performance data, prepare historical and predictive measures, and review results and recommendations with program manager and program leads Integrate subcontractor cost and/or schedule data and/or material data into program data Ensure program schedules are horizontally and vertically integrated and resolve network logic conflicts Apply basic schedule techniques and analysis (health and quality checks) Analyze critical path to identify and manage schedule risk Prepare timely, accurate program review documents Prepare timely, accurate customer required documents (e.g., IPMR) Coordinate forecasted Estimate At Complete (EAC) with Finance organization Maintain responsibility for the accuracy of variance analysis reports and ETC forecasts prior to the program manager's approval Update program time-phased budget and/or schedule and associated documents to ensure latest contract modifications and related requirements are incorporated Maintain responsibility for the accuracy of all EVMS logs (i.e., contract budget log) Maintain responsibility for configuration control of historical EVMS documentation and reports Develop and present training material, technical briefings, and management status reports Effectively interface with a dispersed team Build collaborative relationships, internally and externally Communicate professionally and effectively with employees and customers Partner with functional groups Mentor members of the team Support change request basis of estimate activity
Bachelor's Degree in Business Management or a related field from an accredited college or university required At least ten (10) years of related experience with EVM required Hands-on user experience with:o Implementing Earned Value Management using EIA-748 EVMS Standardso Deltek Cobra or Deltek MPMo MS Project and other scheduling toolso PMB development and implementationo IMP/IMS development Familiarity with an agile development environment preferred Experience with Integrated Baseline Reviews (IBR), EVMS Surveillance and EVMS Certification preferred
