  • The Senior Program Controller will provide analytical support to the CAS Program Management Office, including but not limited to cost accounting, preparing financial forecasts, monitoring and satisfying program-specific financial requirements. The Senior Program Controller will perform financial analysis and reporting to monitor finances associated with all Company programs.

Duties and Responsibilities:

  • Prepare detailed reports of cost estimates, cost variances, cost over and cost under runs.

  • Provide timely and accurate performance data analysis in association with Company and program budgets and address any major deviations taking appropriate action for correction or providing applicable rationale for variances.

  • Execute assigned tasks and inform the Company PMO, Director of Operations and CAS President of all issues, concerns, problems, as well as recommendations to correct or mitigate.

  • Prepare and briefs monthly finance reviews to company Director of Operations and President.

  • Conduct interactive and periodic ad hoc budget variance analyses, to ensure the most accurate financial status is available for the company President.

  • Compile financial information and analyze cost estimating and financial data processes from both a federal government and company perspective.

  • Coordinate with the MIOS VP of Finance in analyzing financial and budgetary information.

  • Represent the company and be conversant with federal procurement officials concerning all program/contract financial requirements.

  • Examine and review cost records and ensures cost data is allocated correctly.

  • Analyze financial and budgetary information.

  • Draft milestone status reports and earned value management information.

  • Perform cost estimating, estimate to complete, estimate at completion.

  • Reconcile obligations, expenditures and contract funding levels; track estimates to complete.

  • Work with Contracts to initiate 75% Funding letters.

  • Review and validates contract awards and mods. Submit documents for approval.

  • Collaborate with contracts on the set up of projects to include set up of charge codes.

  • Prepare budget documents and provide input for future years' budget projections.

  • Utilize Adaptive Insights for budget projections.

  • Prepare financial forecasts.

  • Provide financial data support for proposals and budget processes.

  • Participate in Contract Kickoff meetings and provides finance related inputs.

  • Track invoices and related documentation.

  • Establish close working relationships with company Program Managers and respective customers and subcontractors on a program by program basis.

  • Supervisory Responsibilities

  • Will be responsible for leadership and management of the CAS Program Controller team.

  • Responsibilities will be carried out in accordance with the organization's policies and applicable laws. Responsibilities may include: Training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees.

  • Other duties as assigned

Minimum Qualifications:
(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor's Degree in Finance, Finance Administration, Accounting or other related degree field.

  • Master's Degree preferred.

  • 5 years of experience with a background working within both Federal government accounting and corporate systems, to include CostPoint, Cognos, DELTEK and Adaptive Insights.

  • Substitution of additional relevant experience for stated qualifications may be considered.

Knowledge, Skills and Abilities:

  • Ability to work seamlessly within a complex corporate environment.

  • Must have the ability to make recommendations to effectively resolve budgetary/financial problems or issues.

  • Ability to multi-task, organize, and prioritize work efficiently.

  • Must be proficient in MS Office Suite (Word, Excel, PowerPoint, and Outlook).

  • Excellent oral and written communications skills.

  • Must have the ability to read, understand and financially administer federal contracts and other related procurement documents.

  • Must have knowledge with federal government budgetary processes and requirements, obligation expenditure tracking and Federal and DoD Planning Programming Budget systems.

  • Ability to work nights, weekends and Holidays as required.

This role will support the High Performance Computing Integrated Support for the High Performance Computing Modernization Program Offices (HPCMPO) located in Lorton, VA and Vicksburg, MS. As a Program Manager, responsibilities will include fully integrating, managing, controlling and documenting all phases of the contract requirements. The Program Manager must be cognizant of the various interrelationships between the different departments and elements of the HPCMP and ensure these are fully considered as the program evolves. They will serve as the primary point of contact for all events, issues and briefings to the customer. As a Technical Subject Matter Expert, this individual will have business development responsibilities including: opportunity qualification, suggesting teaming arrangements, advance intelligence gathering, strategy development, technical proposal writing and proposal formulation and review. Existing relationships with Government IT customers and industry partners in the DC metro area is preferred. Program Management duties will include: * Interfacing with all areas affected by the project including customer's end users, computer services, and client services divisions. Defining and assigning project scope and objectives. * Developing detailed work plans, schedules, project estimates, resource plans, and status reports. * Providing senior level technical support in preparing administrative policy and procedures. * Conducting project meetings and is responsible for project tracking including executive summaries weekly. * Situational Awareness Reports (WSAR) and logging all projects, milestones, dependencies, and due dates for the task order assigned. * Ensuring adherence to quality standards and reviewing project deliverables. * Managing the integration of vendor tasks and tracking and reviewing vendor deliverables. * Providing technical and analytical guidance to project team. * Creating and tracking all program Standard of Practice (SOPs) for review and annual update by providing SOP Documentation Report tracking dates (dates completed, updated, and required review dates). * The Program Manager is responsible for budgeting and P&L analysis/reports as well as recommending and taking action to direct the analysis and solutions of problems.
