Savan Group is looking for an experienced Senior Program Analyst to be a key member in an Enterprise IT Program Management Office (PMO) that aligns with our clients mission and strategic goals. The PMO will be responsible for providing enterprise IT architecture, risk management, capital planning, systems development lifecycle (SDLC), and program reporting services to the Office of the Chief Information Officer (OCIO) and supporting programs.
The Senior Program Analyst will become intimate with the clients strategy and objectives and be able to converse with senior agency leaders as well as technical teams. The Senior Program Analyst will be responsible for establishing software development processes to reduce risk and improve overall delivery of software and product. Additionally, the Senior Program Analyst will support the development of policies and procedures to improve the operational effectiveness of agency IT functions.
Additionally, the Senior Program Analyst is a key team member responsible for developing the framework for the enterprise IT PMO.

Responsibilities:
Evaluate the effectiveness of the agency systems development lifecycle (SDLC) and provide recommendations for improvement.
Provide PMO services to assist the client in collaboration with several IT services and solution offerings.
Partner effectively with the client and contractor teams to facilitate and drive organizational maturity in a collaborative fashion.
Provide guidance on enterprise risk/issue management, enterprise reporting, and strategies for aligning project execution with the organizations strategic plan.
Develop and support IT governance processes, including but not limited to the organizations implementation of key IT programs and policies, and provide feedback on processes including improvement opportunities and impacts to the overall portfolio of IT projects.
Develop standards and templates to track program schedule, cost, and performance.
Perform policy analysis, draft new policies and compliance guidance.
Prepare management and technical presentations.
Assess compliance with IT federal regulations and government-wide policy.
Job Location: 100% on Client site (Washington D.C.)

Required Qualifications:
7+ years of overall experience.
1+ years of related IT and PMO experience.
3+ years of experience working for the Government as a consultant or similar environment.
Experience with ITIL, CMMI, Agile development, DevOpsSec.
B.S. in business, economics, computer science, or related degree.
US Citizenship required.

Desired Qualifications:
ITIL and PMP certification.
PMI Agile Certified Practitioner or ScrumMaster certification.

The position is located in Washington, DC and could include up to 20% travel. Security Clearance: * Applicant must hold an active Department of Defense (DoD) SECRET personnel security clearance * Top Secret clearance is a plus Responsibilities: * Provide Case Management Support for NAVSEA FMS cases as assigned by the PMS 326 TPOC. * Perform logistical, life-cycle, and program management and assist with financial management of ongoing contract between Naval Sea Systems Command (NAVSEA) PMS 326 and foreign clients. * Prepare, organize, and track technical correspondence between United States Navy (USN) and foreign clients. * Assist in preparing Letters of Offer and Acceptance (LOAs), Letters of Request (LORs), and in preparation for Program Management Reviews (PMRs), and other reviews. * Record, track and complete necessary action items. * Provide travel assistance and scheduling including processing for any required visas. * Develop and edit program documentation, project timelines, status briefs, databases and presentations. * Coordinate and attend relevant Working Group Meetings (WGMs) and technical discussions both INCONUS and OCONUS. * Facilitate the relationship between U.S. Government clientele, contractors, and foreign officials and act as a liaison to ensure adherence to all schedules, meetings, and deadlines. * Assess program needs and requirements in relation to customer's requests and coordinate ongoing program initiatives.
