SENIOR PROGRAM ANALYST

The Superintendent invites qualified and interested persons to apply for the position of Senior Program Analyst with the Office of Recruitment.

This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.

DEFINITION: Under direction, takes the lead over one or more program analysts; analyzes and evaluates the effectiveness of current or projected operating programs; provides information and advice to management; may participate with setting program goals and objectives and in

developing programs and procedures; does other related duties.

NOTE: The examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Conversely, all duties performed on the job may not be listed.

QUALIFICATIONS AND REQUIREMENTS

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Six (6) years of professional experience in the review, analysis and evaluation, of operating programs in an agency or organization.

NOTE: This title is intended to classify positions responsible for the evaluation of operating programs, not computer programs. Experience in the analysis of computer programs cannot be considered toward meeting the experience requirement.

OR

Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

BASIC FUNCTIONS AND RESPONSIBILITIES

1.Takes the lead over one or more program analysts.

2.Collects and evaluates information.

3.Conducts site visits.

4.Reviews program records and expenditures.

5.Analyzes and evaluates proposed or established programs, program objectives, policies, procedures, progress, utilization of available resources, and other related matters.

6.Identifies actual or potential problem areas, trends, significant program accomplishments, or deficiencies and similar factors.

7.Recommends changes in program objectives, procedures, operations, and resource utilization.

8.Evaluates alternative or corrective actions on organizational programs.

9.Participants in the development and implementation of programs and procedures.



  1. Establishes and maintains records and files.

  2. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.


KNOWLEDGE AND ABILITIES

1.Experience in creating, editing and trouble-shooting coding language (preferred).

2.Experience reviewing, analyzing and evaluating data in excel (preferred).

3.Experience with R, python or other relevant coding languages (preferred).

4.Knowledge of the methods used to gather and analyst data.

5.Knowledge of methods used to conduct research, analyses and evaluations.

6.Knowledge of the factors to be considered in review and evaluation of operational programs.

7.Knowledge of methods used to develop and recommend program objectives and allocate of program resources.

8.Ability to collect and analyze data.

9.Ability to conduct studies and evaluate results.

  3. Ability to provide assignments and instructions to employees and review work performance.

  4. Ability to establish records and files.

  5. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

  6. Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of the position. American Sign Language or Braille may also be considered as acceptable forms of communication.

REPORTS TO: Department Head

SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION

1.Salary: $80,434 - $96,337

2.Employment Period: Twelve (12) Months

3.Union Affiliation: Local 32
