Overview
DECISIVE ANALYTICS Corporation is seeking a Senior Program Analyst to support the Assistant Director for FNC3 with internal and external program and policy issues including political, technological, budgetary, and legal factors.
Responsibilities
Support for System Engineering and Technical Assistance (SETA) to USD(R&E) Advanced Capabilities Assistant Director for FNC3. Most of the work is to be on-site in the Pentagon and Mark Center with the potential for offsite analysis support at contractor provided facilities. Efforts under this task support USD(R&E) Assistant Director for FNC3 in effectively managing his area of responsibility. Specific tasks include:
Day to day workflow management of AD actions such as tracking projects and programs, presentations, responses, and meetings
Developing and implementing new or improved business and management practices for application to AD operations
Analyzing and evaluating the effectiveness of DoD FNC3 projects or programs in meeting the established goals and objectives of the FNC3 Road to Dominance Strategy
Analyzing new or proposed policies or regulations to assess impact on DoD developing and/or fielding of future FNC3 systems
Identification and/or development of data required for use in the management and direction of DoD FNC3 programs
Developing input to program evaluation plans, procedures, and methodologies
Evaluating and advising on office resources (e.g. staff, funding, equipment, facilities) required to support efficient office execution (and implementing the recommendations)
Qualifications
This position requires substantive knowledge of:
DoD Research and Engineering
DoD missions, policies, and objectives
DoD management principals and processes
DoD budgetary and financial management policies and procedures including long range planning of programs and objectives in support of the Future Years Defense Program
Analytical and evaluative methods and techniques for assessing program development/execution and improving organizational effectiveness and efficiency
Experience applying fact-finding and investigative techniques
Outstanding oral and written communications
Planning and evaluation
Problem solving and decision making
Development of presentations and reports
Managing competing priorities under tight deadlines while maintaining a high level of attention to detail
Ability to work effectively with a team of senior officials in a high profile and demanding environment
You must have an active SECRET clearance with the ability to obtain TS/SCI as well as OSD level experience in budgeting, financial management, research and communications.
