Job Summary
The Office of Economic Transformation's (OET's) mission is to accelerate the growth of New Jersey's economy by conceiving and implementing initiatives that enhance the State's long-term economic competitiveness and establish New Jersey as an innovation leader within key strategic sectors, including life sciences and technology, transportation and logistics, clean energy, offshore wind, financial services and advanced manufacturing. The Senior Project Officer will work directly with team members and stakeholders on projects that accelerate New Jersey's growth within the clean energy sector, including but not limited to solar, energy storage, green finance, energy efficiency and zero emission transportation. The position requires finance creativity to assist in the deployment of new and existing clean energy programs into the marketplace. In addition, the position requires an understanding of loan analysis, project, and infrastructure finance.
$85,680 - $107,100
Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a manager's approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.
Responsibilities
Essential Duties and Responsibilities
Help lead OET's role in meeting the State of New Jersey's clean energy initiatives
Performs comprehensive economic and financial analysis of energy efficiency, renewable energy, and environmental infrastructure programs, including financial modeling and credit underwriting
Supports financial product development and clean energy market analysis for the deployment of clean energy programs
Develops, pilots, and scales initiatives and programs that strengthen the State's innovation ecosystem and increase competitiveness in the Clean Energy sector; these efforts may include contributing to the development of sector-focused strategies and programs, identifying, and engaging key companies and broader stakeholders, conducting quantitative and qualitative analyses, defining program implementation plans, impact metrics, budgets, etc.
Independently monitors achievement of milestones and budgets for existing projects
Develops and maintains deep industry expertise for EDA through project-based research and analysis; these efforts may include tracking industry trends at the state, regional, and national level, identifying which key industry issues state government could help to resolve, providing industry and policy updates to internal government stakeholders
Collaborates with team members to manage relationships with key industry stakeholders and acts as an industry-development advocate; these efforts may include representing the Authority at industry events, conducting company research, and acting as a company liaison within EDA
Leads independent work and small project teams to execute sector strategies
Advises Authority leadership, Governor's Office members, and other sister agency members on policy and technical matters related to Clean Energy sector topics and initiatives
Represent the Authority at industry events or meetings - demonstrating knowledge of the Authority's products and industry needs - and serve as a conduit for any leads discovered through these venues Mentors new Project Officers within the OET, especially those working on clean energy topics, including review their work, and providing subject matter expertise on their efforts
Demonstrates a leadership and ownership mindset within the OET
Supports the achievement of OET department goals; reviews and evaluates own performance against key metrics
Helps to institutionalize best practices, documenting processes and advocating for the implementation of needed systems and policies
Supports on other OET strategic initiatives as necessary
Performs duties to the highest standards of ethics and professionalism
Promotes teamwork and communication to encourage an interactive, cooperative, collaborative, and customer- focused work environment among division, EDA staff, and external customers
Must complete annual and semiannual self-assessment as required.
Performs other duties and special projects, as assigned.

Education and Experience Requirements
Bachelor's Degree, preferably in a relevant field such as business economics, finance, or public policy or equivalent experience
Minimum 7 years of industry-facing experience in, banking, rating agency, management consulting or government agency
Experience in a fast-paced, project-based professional services environment that emphasizes teamwork, problem solving, and communication
Experience in project development and financial analysis
Advanced degree, industry specific certification, or direct experience within the New Jersey Economic Development Authority may be substituted for 1 year of experience
