Qualifications
Associate's degree from an accredited college or university in Accounting, Finance or Business; or High School diploma/GED and four (4) additional years of related experience.
Seven (7) years of experience in increasingly responsible experience in purchasing administration utilizing competitive bidding system, RFQ, and RFP.
Key Responsibilities
Provides guidance, counsel and support to fellow procurement staff in all areas of procurement process including development/design, solicitation, contracting, governance, and solicitation methods, analysis and award of goods and services. Includes providing tools, language, problem avoidance, problem-solving and managing day-to-day operational issues.
Develops and assembles procurement documents in accordance with Procurement Division's Best Practices and procedures utilizing specialty contract documents for complex bids and solicitations for Construction Services utilizing Engineering Joint Contract Document Committee (EJCDC) documents and contracts.
Determines the appropriate method of solicitation in accordance with applicable State Statute and City Ordinance; Conducts procurement planning sessions to review project process, timeframes and respective roles and responsibilities.
Reviews competitive solicitations (Bids, RFP, etc), requisitions, purchase orders, contracts and submittals, to name a few, for complete content of required documents.
