Job Overview:

We are looking for a Sr. Principal Procurement Specialist to support the Supply Chain Management (Procurement) function. The ideal candidate will ensure work is being coordinated between the various departments, offices, fabrication and construction to meet project requirements. Maintains and promotes a focus on end product whether procurement, engineering, fabrication or construction related. Ensures effective communications among procurement offices. Ensures effective management of procurement procedures as established in company policies/CMS. Position will be located in the McDermott Tyler, TX office.

Key Responsibilities/Accountabilities:

  • Responsible for all deliverables of the work produced to complete contract terms and conditions which may include a procurement schedule, budget, document controls, reporting, prime contract flow downs, and manpower staffing.

  • Oversees systems, equipment and people resources.

  • Establishes project procurement procedures to ensure deliverables meet client and established project requirements.

  • Identifies problems and coordinates with the project procurement team to correct.

  • Proactively manages change.

  • Maintains and promotes a focus on end-product whether procurement, engineering, fabrication or construction related.

  • Ensures effective communications among project disciplines.

  • Ensures effective management of procurement procedures as established in company policies/CMS.

  • Assumes responsibility for cost, schedule, quantity, reporting, and budget control of the project.

  • Reviews work with clients, management and project leads.

  • Assumes the leadership position for the procurement functions on the project(s) ensuring compliance with global sourcing and procurement standards

  • Develops the appropriate sourcing and commercial strategy in collaboration with the category management team and delivers the Project Procurement Plan for all project materials and equipment as defined by the Prime Contract and in alignment with current policies and procedures.

  • Responsible for developing purchasing strategies for proposals and Project Procurement Plans and guiding team to execute such plans.

  • Provides timely information to Project Management and/or Manufacturing team, of any supplier or procurement activity that impacts the project either realizing opportunity or indicating a potential risk

  • Develops, builds and maintains relationships with major equipment suppliers to provide maximum utilization of their expertise, ideas, methods, market intelligence, best practices and material application in order to achieve the best value

  • Leads the quality review of high dollar or high risk Purchase Orders, Commercial Bid Tabulations, ensuring compliance with the project procurement plan and with the global sourcing and procurement processes and standards

  • Identifies resolves or mitigates performance issues relating to supplier performance while ensuring a positive working relationship with key or top suppliers.

  • Must be capable of handling a diverse workload and multiple tasks with accuracy under minimal supervision.

  • Assist Accounts Payable and other support departments.

  • Other duties as required

Basic Qualifications:

  • Minimum Bachelor's Degree

  • A minimum of 10 years of domestic and/or international experience as a Project Procurement Manager in a global EPC company executing contracts in key industries, such as oil and gas, LNG, petrochemical, chemical, power, nuclear and water with typical procurement experience.

  • Familiar with procurement procedures, standards, and codes.

  • Highly analytical and capable of mapping processes to determine areas for improvement.

  • Must be able to quickly learn complex software and be able to teach others.

  • Works well with others and understand the value of teamwork.

  • Must be intrinsically motivated to succeed and have high desire for achievement.

  • Procurement experience in "lump-sum" business.

  • International experience and cultural sensitivity.

  • Clear written and verbal communication and presentation skills in order to flow goals and directives.

Desired/Preferred Qualifications:

  • Bachelor's Degree (Business or Supply Chain Management preferred).

  • Good communicator with excellent presentation skills.

  • Prefer lump sum turnkey and modular experience.

  • Prefer SPM, JDE E1, ERP, Oracle experience.

  • Strong proficiency with the entire Microsoft Office Suite.

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico. Role Summary The Rotating Equipment Specialist is a staff position within the Reliability Group. This position supports the safe and reliable operation of rotating equipment within an oil refinery with specific responsibility for rotating equipment. A portion of this position is performed in the field within the refinery. While performing the duties of this job in the field, the employee is occasionally exposed to moving mechanical parts, working at height, and outside weather conditions. Physical activities include climbing, standing, crawling, confined space entry, and maneuvering through operating process units. While performing the duties of this position in the refinery, appropriate personal protective equipment will be worn as required. The Reliability Specialist is also responsible for maintaining the preventative maintenance programs: vibration analysis, oil analysis, compressor analysis, RCFA, FMEA, UE, etc. This position also involves documenting detailed reports on findings, and participation on various committees. Job Accountabilities * Maintain a safe and reliable working environment by complying with procedures, rules, and regulations. * Provide Reliability support in the development of design and installation specifications, and commissioning plans acting as the site QA for rotating equipment design, performance testing, and installation for Projects, Turn-Arounds. * Active participant in Maintenance Strategy process (participate in RCFA/FA sessions, preventative maintenance task development, one-time task design development, MOC and PSSR) * Lead & assist in writing reliability, maintenance, and reliability procedures * PM/PdM program stewardship in various predictive technologies: (e.g. vibration analysis, oil analysis, ultrasonic, etc.) * Lead & conduct technician-level training on rotating equipment and predictive technologies. * Participate as the onsite incident investigation team member and at times function as the lead. * Steward for the rebuild, repair, and preventive maintenance activities involving rotating equipment and associated static equipment [e.g. motors, pumps, valves, conveyors, compressors, drive trains (including bearings, input shafts, gearboxes, couplings, and belt drives)] * Determine any needed changes in dimensional tolerance requirements of parts by inspecting used parts and adjust functional parts by using calibrated calipers, micrometers, levels, and other measuring instruments. * Analyze and interpret equipment manuals, blueprints, control diagrams, schematics, drawings, and P&ID's to determine work procedures, materials, tools and equipment needed to troubleshoot and repair equipment problems * Inspect machines for misalignment, wear, insufficient lubrication, repairs, replacements, adjustments, installations, maintenance of gear reducers, chain and belt drives, couplings, braking devices, bearings, pumps and linkages, blowers and compressors. * Inspect hydraulic, pneumatic, and auxiliary equipment for faults, misalignment of pumps, brakes, overheated pumps, incorrect pressures, etc. and advises operation personnel of necessary precautions to prevent excessive damage. * Communicate well with employees from all areas of the facility * Utilize computer to perform part search and create spreadsheets for tracking of information. * Participate on yearly training curricula to help develop self improvement. * Other duties as assigned Required Characteristics * Demonstrated safety training in an industrial environment. * Keep current on all safety required training. * Three (3) years of mechanical or industrial maintenance experience * High School diploma or GED required * Proven mechanical and technical aptitude * Demonstrated experience in inspecting, troubleshooting, repairing and maintaining lubrication, hydraulics, power transmission, mechanics, steam and pneumatics systems * Knowledge of proper installation of bearings, shafts and gears, set backlash and able to align equipment * Ability to work from scaffolds and man-lifts at elevated heights * Be self-driven to complete task and perform activities without having to be continually supervised * Must be willing and able to work shifts, call-ins, holidays, and overtime * Solid written and verbal communication skills * Demonstrated ability to read and understand mechanical blueprints, schematics, wiring diagrams, P&ID's * Proven ability to utilize precision measuring tools, i.e. micrometers, calipers, leveling devices * Working knowledge of API and PIP Rotating Equipment Standards * Trained in Root Cause Failure Analysis or Latent Cause Analysis techniques * Level I Certification in addition disciple (e.g. oil analysis, ultrasonic, infrared, etc.) or the ability to obtain within 1 year * Basic computer skills (Microsoft Word, Excel, PowerPoint, Access, and Outlook) * Knowledge of standard CMMS software. * Willingness and desire for continual learning and self development. Desired Characteristics * Bachelor of Science in Engineering associate degree in a mechanical, Mechanical or industrial maintenance discipline * 5 or more years of experience as a Rotating Equipment Engineer/Specialist in the refining, chemical, or petrochemical industry * Category II Vibration Analysis Certification (Vibration Institute or Technical Associates) or the ability to obtain within 1 year * Proficient in Standard CMMS * Direct experience with new equipment installation and commissioning * Two (2) years of Oil Refinery or Petrochemical Experience * Demonstrated Adaptability and desire for learning * Building Collaborative Relationships with personnel within plant and outside of plant e.g. vendors, corporate colleges etc. * Communicate Professionally * Exercise Professional Judgment * Be results oriented * Be active participant in creating a respectable work environment.
