Are you an experienced Senior Policy Analyst? Then we have an opportunity for you to lead and support the Civilian Harm Assessment Cell - Training and Operational Integration (CHAC-TOI) Special Project.
The CHAC TOI Special Project is chartered to support the Civilian Protection Center of Excellence (CP CoE) and Operational Commanders approach to preventing and responding to civilian harm. Recently, the Department of Defense (DoD) released its Civilian Harm Mitigation and Response Action Plan (CHMR-AP), an unprecedented Cabinet-level initiative to reform the Department of Defense's approach to preventing and responding to civilian harm. CHAC TOI Special Project will develop tactics, techniques and procedures (TTP), and relevant curriculum development, to assess, investigate, mitigate, and respond to civilian harm incidents that impact a commanders decision making process.
As a Senior Policy Analyst you will participate with a team of diverse individuals to:
Provide analytical support services to the CHAC TOI team lead, CP CoE and project leadership and planning in support of CHAC-TOI TTP and training material development

A week in the life of a Senior Policy Analyst:
Support the project team lead in project design, establish of measures and performance and evaluation, and develop detailed requirements to ensure accurate data collection and analysis
Perform data collection and rigorous analysis, integrating automation where possible
Offer risk reduction strategies, risk mitigation plans, and fully document existing processes, project enhancements and test results
Develop reports and support project reviews with Service, interagency, and Combatant Command organizations as necessary
Job Requirements
Top Secret Security Clearance with SCI eligibility
BS/BA and 5-7 years of relevant experience
Ability to evaluates the effectiveness of existing government policies and programs and formulates recommendations regarding strategies to achieve identified mission.
Understanding and lessons learned from past and current conflicts causing civilian harm to inform plans and development of future CP CoE training, tools, and resources for the force.
Experience supporting multi-national and Corps-and-above training exercises involving civilian harm incidents.
