Job Duties

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Senior Policy Analyst. The selected competitive candidate will provide exceptional delivery of services to the agency's Eligibility Policy and Outreach Division.

Job responsibilities will include, but are not limited to:

The first priority of this position is to provide policy analysis, develop and implement Medicaid policy regarding LTSS (Long Term Services and Supports) waiver and facility patients and assist with developing efficient and effective LTSS procedures that meet that policy.

Performs highly technical eligibility policy analysis and program implementation for Medicaid, Title XXI, and other indigent health care programs administered by the Department.

Develops waivers, regulations, and eligibility policies for Medicaid and Title XXI programs. Serves as a technical human service policy consultant to other units of the Department and for other agencies.

Represents the agency on inter-agency and multidisciplinary task forces and committees.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Extensive knowledge of the administration of human service programs and the operational systems needed to ensure programs are administered with integrity and services deliver services to beneficiaries.

Considerable knowledge of Virginia's Medicaid and FAMIS programs, eligibility criteria and systems, and state and federal regulations.

Considerable experience with interpreting laws, rules, regulations and guidelines to assess the degree of compliance and provide sound technical and programmatic assistance.

Considerable experience with identifying and solving complex problems and design programs to meet stated service delivery goals and objectives.

Considerable skill in operating a personal computer with spreadsheets, word processing and presentation software.

Knowledge/Experience interpreting and applying federal and state laws/regulations.

Experience in meeting deadlines.

Experience with internal/external stakeholders.

Considerable ability to analyze information and form sound conclusions, communicate findings and recommendations both orally and in writing, and to conduct research.
