The primary purpose of the Senior Planner position is to coordinate the implementation and maintenance of Maine's

Comprehensive Emergency Management Plan (CEMP), which is comprised of the state's Preparedness Strategy;

Emergency Operations Plan; and Recovery Plan. This position will ensure that the CEMP is integrated vertically, across

all levels of government, and horizontally, amongst all sectors - public, private, and non-profit.

Elements of the CEMP, such as the Emergency Operations Plan, require an update and this position will be pivotal to the

Agency's ability to update key state plans.

Primary responsibilities include:

  • Researches assigned area in order to determine existing situation.

  • Interprets existing situation in order to develop recommendations and policies.

  • Writes and presents reports in order to summarize research and present findings and recommendations

  • Administers projects which impact assigned area in order to ensure work is accomplished in accordance with established procedure and optimize the use of allocated resources.

  • Oversees the work of subordinate planners in order to ensure work is accomplished in a proper and timely manner.

Skills or knowledge required:

  • Knowledge of the principles, practices, methodologies, and objectives of government planning

  • Knowledge of the structure and functions of state, regional, and local government.

  • Knowledge of planning programs in other state agencies.

  • Ability to evaluate governmental planning problems and recommend solutions.

  • Ability to plan, oversee, and evaluate the work of subordinate planners.

  • Ability to communicate effectively.

  • Ability to write clearly and effectively

Minimum qualifications:

A Bachelors Degree in assigned area and four (4) years of related work experience. Equivalent related experience may be substituted for education on a year-for-year basis.

Preference will be given to those applicants:

With previous experience developing and coordinating emergency operations plans or managing state-wide programs.
