MISSION:

To provide the leadership necessary to promote teamwork and continuous improvement. To assist with budget items, shipments, process control issues, and cross training.

PRINCIPAL ACCOUNTABILITIES:
1.Teamwork

A. Prioritize work and shift setup in accordance with thru-put requirements.

B. Participates in staffing projections.

C. Facilitates scheduling of team O.T. and vacation in accordance with policy.

D. Handles first line performance issues.

Communicates with employees in a respectful manner regarding time management and workmanship issues. Notifies supervision when further action is required to improve performance.

E. Gives objective, fact-based input for Project Team Build/Project Win and for performance reviews and measurements.

F Trains employees on new skills and works with employees to improve performance to satisfactory levels or maintain satisfactory performance. When appropriate will assign someone to provide training.

G. Coordinates resources to move from one team to help another when necessary to meet daily thru-put and support outside departments.

HIs sensitive to and proactively supports the maintenance of a harassment/discrimination free environment.

I. In performing leadership duties, avoids favoritism or the perception of favoritism.

J. May be required to handle hazardous waste.

K. May be required to complete Hazardous Waste Management Training.
2.Process Control

A. Notifies appropriate party/parties when a process is out of control.

B Facilitates technique card and router changes.

C. Participates in root cause analysis for out of control conditions.
3.Measurements

A. Will set and display daily team production goals in accordance with TOC disciplines.

B. May participate in presentation of team production status in daily thru-put "line walks".

C. Updates daily status on inventory position.
4.Planning

A Coordinates long and short term capacity requirements and thru-put commitments with planning/supervisors.

B. Assists with strategies to forecast and attain team measurements.
5.Other

A. Interfaces with customers, engineering, and other departments to give process walks and presentations.

B. Records daily attendance on the attendance log confirming with individuals/team that information is accurate and in accordance with policy.

C. Contacts appropriate resources if any employee may not be fit for duty. Addresses the issue promptly.

D Assures compliance with safe work habits and maintenance of proper housekeeping procedures

E. Assures compliance with company policies and procedures and promptly notifies supervision of deviations.

F. Other duties as assigned.

G. May be required to handle hazardous waste.

J. May be required to complete Hazardous Waste Management training.

I.May be assigned to multiple work centers or departments.

Metro provides a diverse set of services, including stewardship of over 17,000 acres of parks, trails and natural areas; land use planning and management of the region's urban growth boundary; regional transportation planning; oversight of the region's solid waste system; and operation of regional visitor venues, including the Oregon Zoo and Oregon Convention Center. Metro's Planning and Development Department provides a wide range of planning services for the region, including ongoing management of the region's urban growth boundary, the regional transportation plan and many other land use and transportation planning efforts. This work helps shape growth of our region in a way that seeks to preserve our unique livability and quality of life. Regional planning is Metro's core mission in our voter-approved charter and a central focus for the agency. About the position The Senior Transportation Planner performs highly skilled professional transportation planning and development work involving a variety of the agency's most critical and complex transportation planning and analysis projects. A Senior Transportation Planner is part of Metro's Planning and Development Department team and has complex assignments in policy formulation and project management and they are recognized as technical specialists in a specific program or functional area. Their assignments have visibility and impact across the region and involve engagement with policy makers representing Metro, local city and county governments and state officials. Exceptional writing and speaking skills are required for this position, as this person will have extensive work with the general public, other public agencies and Metro committees. Exceptional project management skills are also required in order for this person to work independently and effectively lead a project team. General Assignments Long Range Transit Planning - This person serves as lead for implementing the 2018 Regional Transit Strategy through local transportation plans and regional investment area studies; serves as transit planning lead in Regional Transportation Plan (RTP) updates; serves as project manager for periodic updates to Regional Transit Strategy; serves as Metro's lead on long-term, regional transit planning with the Oregon Department of Transportation (ODOT) in the implementation of ODOT's Transit Plan. Planning Liaison to Transit Districts - This person serves as long-range transit planning liaison to TriMet, SMART and C-Tran for topics related to systemwide transit planning and service planning consistency with the Regional Transit Strategy. This may include Local Government Liaison - This person serves as liaison to Multnomah County transportation planning program, including participation in the East Multnomah County Transportation Committee (EMCTC) and its technical advisory committee. Special Planning Projects – This person leads highly complex, multi-agency and multi-partner planning projects as assigned. The projects may come from the needs identified in the 2018 RTP, or as needed by Metro Council and the leadership in Planning and Development department, and generally follow these topics and themes: * Long-term, innovative transit planning * Green transportation and climate resiliency * Updates to regional planning requirements for local jurisdictions * Coordination with local governments to implement regional policy * 2040 Growth Concept Refresh and Green Corridors policy * Transportation pricing policy * Freight rail planning * Passenger rail planning At Metro, we hire a workforce representative of the communities we serve, understanding that a diverse workforce strengthens our organization. Communicates technical information to the general public and elected officials * Briefs elected officials and their staff on policy choices and agenda items. Minimum Requirements: * Bachelor's degree in planning and/or related field * Three (3) years of technical transportation planning/modeling with extensive computer experience, or * Any combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the job.
