The Senior Planner is responsible for managing complex development proposals, typically with multiple types of reviews, including annexation, planned unit developments, zoning map amendments, subdivision plats, variances, and other land entitlements. They are also responsible for coordinating daily activities of planning staff and providing support with code application and customer service. In addition, the Senior Planner will lead or provide support to special planning projects. The Senior Planner must be capable of managing complex planning projects requiring a combination of skills in analysis, presentation, or interpretation of concepts and data pertaining to planning and implementation of plans.
Duties
Serves as case manager on complex development proposals, typically with multiple types of reviews, including annexation, planned unit developments, zoning map amendments, subdivision plats, variances, and other land entitlements. Collaborates with other divisions and departments, including Economic Development, Building Services, Engineering, Public Works, etc.
Coordinates daily activities of the other planners and provides support in reviewing permits and customer service issues.
Reviews commercial plans for compliance with development regulations pertaining to zoning, subdivision, landscaping, etc.
Creates and presents appealing, graphic, and easy to understand presentations to Planning & Zoning Commission, Board of Adjustment, City Council, community groups, and others.
Leads or assists with special planning projects including, preparation and issuance of RFP/RFQ's, management and quality control of long-range planning projects, collaboration/partnerships with other departments or community groups, and other related tasks.
Provides superior customer service while assisting developers, landowners, and City staff at pre-development meetings and consultations with code interpretation and application.
Uses permit tracking software to track land development cases and to prepare reports.
Performs all other related duties as assigned.
Minimum Qualifications
REQUIRED:
Bachelor's Degree in Planning, Landscape Architecture, Architecture, or closely related field from an accredited college or university.
Combined four years related experience in comprehensive planning, community planning, industrial and commercial development, project management, and zoning code administration, or closely related field.
Demonstrated experience with electronic permit and plan review software and Geographic Information Systems (GIS).
Strong customer service skills, ability to work effectively with a wide variety of people and situations.
Valid driver's license with acceptable driving record (must obtain TX driver's license within 90 days).
OR
PREFERRED:
Master's Degree in Planning, Landscape Architecture, Architecture, or closely related field from an accredited college or university.
AICP Certification.
Bilingual in English/Spanish.
Knowledge, Skills and Abilities
Excellent written and oral communication skills; public speaking and presentation; and critical thinking and problem-solving skills. Ability to create, read and interpret maps, read and review building plans (residential and commercial), engineering reports and prepare statistical analyses using Geographic Information System (GIS). Experience and knowledge of development review, current and long-range planning practices and principles is required. Ability to operate within ARC/GIS when needed and be able to operate City permit tracking software.
Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work more than 40 hours a week. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
