DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Reviews applications for Wastewater Capacity Reservation (WCR) letters for the Utility Analysis-Developer Services Section. Prepares letters containing accurate impact fees owed in compliance with the Code of Ordinances and State Laws and Regulations.
Provides critical customer service needs. Provides accurate and detailed feedback to customers regarding the status of their applications. Enters approval or rejection and plan review notes in the building code database.
Reviews corrected resubmittals. Interfaces with other technical disciplines and departments for code, ordinance and regulation enforcement and plan review processes. Provides data entry support for the Impact Fee Administration and Taps and Meters Groups.
Answers questions from the public and internal staff by phone and in person. Communicates and assists customers with the application process. Assists with open records requests. Performs other duties as assigned.
WORKING CONDITIONS
The position routinely requires stooping or bending and/or routine lifting of moderately heavy items, such as plans (up to 40 pounds). There are occasional minor discomforts from exposure to less than optimal temperature and air conditions.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level. MINIMUM EDUCATIONAL REQUIREMENTS
An associate degree in Building Inspection or the equivalent is required.
MINIMUM EXPERIENCE REQUIREMENTS
Two years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed are required.
A bachelor's degree in Construction Management, Architecture, Engineering or a closely related discipline may be substituted for the above education and experience requirements.
MINIMUM LICENSE REQUIREMENTS
Require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
Preference may be given to applicants who have experience designing or reviewing plans for utility systems and/or proficiency using GIS; and who possess excellent technical writing skills, communication skills and the ability to interpret and explain City procedures.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

However, the department may administer a skills assessment test.
