This position will work 30 -32 hours a week.

The incumbent is part of a public health organization and is expected to support the Florida Department of Health in Hernando County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Your Specific Responsibilities:

This position spends time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This position is responsible for directing the medical component of the public health programs provided at the Department of Health in Hernando County. Provides executive medical direction and consultation to the Administrator and all professional health care staff involved in the provision of public health services.

Provides comprehensive health services to adults and children, BCCP, family planning, refugee health, sexually transmitted infections, HIV/Ryan White Program participants, immigration physicals, tuberculosis, and/or other health programs. Responsibilities and duties include, but are not limited to, performing physical examination, making diagnosis, developing, and ordering treatments, medications, laboratory and radiological tests, multiple forms of contraceptive therapy (including IUDs, Nexplanon), colposcopy procedures, and other consultations. Referrals for consultation or emergency care are done when appropriate and necessary. Participates in planned in-service programs and meetings as they relate to the position.

Provides consultation to all professional health care staff involved in the provision of public health services such as adult health, child health, school health, family planning, STI/HIV/TB, refugee health, immigration physicals, epidemiology, laboratory, and environmental health. Coordinates patient care activities with involved staff. Works various programmatic area within the scope of agency protocols, State and Federal guidelines, OPA/Title X guidelines, American Congress of Obstetricians and Gynecologist guidelines, as well as other federal, state and local programmatic requirements.

Provides consultation, evaluation and guidance to the Department of Health, Hernando County Administrator in specialty areas o public health, preventative health, clinical services, communicable disease/epidemiology, emergency preparedness and other health related issues relative to the community served.

Serves as the Medical Director for the Hernando County Health Department; to include review and revision (or development) of administrative policies and procedures, guidelines, and related directives to be implemented and evaluation of impacts on operations, identification of potential problems and recommendation of appropriate corrective action, development of medical protocols and standard operating procedures.

Assist with education of the medical/clinic staff or other staff as required. Develop and ensure peer review is conducted in all clinical programs at a minimum of quarterly, including the American Proficiency Institute Proficiency Testing evaluations. Serves as a laboratory director, assuring compliance with State Lab/CLIAA standards and current certifications.

Actively participates in emergency preparedness and planning to include but not limited to, special needs shelter activation or mass casualty events.

In conjunction with the Senior Community Health Nursing Director, develop and maintain current protocols and standard operating procedures for the health department clinical staff. This position also works in conjunction with other community health program staff within the agency to review and assist with developing and maintaining current protocols, standard operating procedures and technical assistance, policy and protocol development, implementation, and monitoring on an annual basis. Actively participated in performance improvement efforts and reviews patient records to assure quality healthcare and accurate documentation. Completes all DOH mandated and programmatic training requirements such as Title X mandated orientation and module training, LARC/IUD/Nexplanon training and certification.

Serves as liaison and representative of the health department with medical and health care community. Attends medical society meetings, medical conferences and workshops relevant to this position to accrue most recent medical information and techniques that will benefit health department clients and the community. Assists with mentoring and education of medical, nursing and healthcare students training within the health department. Provides leadership and direction on medical/clinical issues regarding electronic health records, meaningful use, health information exchange and real time medical record documentation.

  • Ability to establish and maintain effective working relationships with others.

Qualifications:

  • A verifiable degree from an accredited college or university

  • Licensure as a physician in accordance with Florida Statute 458 and one year of post-licensure professional experience in the practice of medicine.

  • A current CPR/BLS or can receive an approved CPR/BLS course within 90 days of employment.

  • Previous experience with patients/clients who have sensitive diagnosis or are in the process of being diagnosed.
