Job Description and Duties

The Office of the Inspector General's Human Resources Unit is seeking an enthusiastic, detail-oriented, and innovative individual to join our Transactions and Benefits Team!

Under the general supervision of the Staff Services Manager I (SSMI) and under the general guidance of an Associate Governmental Program Analyst (AGPA), the Senior Personnel Specialist is responsible for the most difficult and complex personnel/payroll issues. The Senior Personnel Specialist researches critical personnel problems and recommends alterative solutions while complying with State laws, rules, and regulations to administration of personnel transactions, which includes personnel record keeping, certification, payroll, and personnel document processing. The Senior Personnel Specialist must exercise discretion in discussing work with other departmental staff and establish cooperative working relationships with various control agencies. The Senior Personnel Specialist must maintain a professional demeanor and show initiative, sensitivity, and exceptional judgement. Consistent attendance, and extreme attention to detail are critical.

We offer flexible work schedules and alternate workweek schedules, as well as telework, hybrid, and office-centered work options, however, the Sr. Personnel Specialist is required to work in the office for a minimum of one day during the workweek. The number of days required to work in the office may change based on special projects/workload.

Telework eligibility is pursuant to Government Code 14200 for eligible applicants residing in California. Proof of California residency will be required if teleworking prior to start date.

The Office of the Inspector General is excluded from bargaining unit contracts, but we reference bargaining units 1, 2, 4, 6, 16, and 17.

Desirable Qualifications

  • Experience as a transactions specialist in a Human Resources (HR) unit with the State of California.

  • Experience reconciling payroll using the State Controllers automated on-line payroll system including verifying warrants and computing salary advances.

  • Experience processing personnel and payroll transactions such as; Personnel Action Requests, Employee Action Requests, Payroll Adjustment Notices, various benefit enrollment forms, Dependent Reverification Process, and NDI.

  • Ability to accurately interpret and accurately apply personnel-related laws, rules, regulations, policies, and procedures regarding personnel appointments, payroll, benefits, and attendance records.

  • Team player who demonstrates a commitment to the whole team's success, positive attitude, open-mindedness, flexibility, patience, dependability, tact and good judgment.

  • Customer service oriented with strong interpersonal skills, including the ability to establish and maintain effective and cooperative working relationships with co-workers and internal and external stakeholders.
