Senior Parks Project Supervisor

SCHEDULE: Monday

  • 4pm; some weekends and holidays

WHAT YOU WILL BE DOING:

An employee in this position performs difficult project management and supervisory work directing the engineering design and construction of park facilities, greenway trail and related projects in the Parks, Recreation and Cultural Resources Division. Work consists of providing technical guidance for parks staff and working with engineers and contractors to ensure projects conform to Town ordinances and specifications. Work includes designing infrastructure improvements related to park facilities and utilities, developing plans and specifications for Town park and greenway construction projects and administering contracts and requires skill in computer-aided design, the ability to manage multiple projects simultaneously and the ability to effectively communicate orally and in writing. The employee exercises considerable judgment and independence of action including contacts with citizens, contractors and developers.

This position reports to the Parks Planning Manager. This position has supervisory responsibilities.

A SAMPLE OF THE ESSENTIALS:

  • Designs parks and greenways projects for Town capital improvements or develops scope for projects that are to be designed by consulting engineers and architects. Administers Town contracts with consulting engineers/ architects or contractors; overseeing all aspects of entitlement through construction.

  • Technical Review Committee member reviewing greenway plans in subdivisions. Ensures that project construction drawings meet Town standards and specifications, reviews engineers estimate of probable cost for parks and greenways to determine accuracy, confirms performance guarantee and bond amounts and determines credit against fees-in-lieu of dedication. Ensures constructed projects are ready to start 1-year warranty period and can be accepted into the Town's bicycle and pedestrian network.

  • Meets with contractors and reviews and explains construction requirements; identifies necessary actions to obtain compliance; makes on-site field inspections to respond to questions from inspectors and contractors; works with contractors and engineers on remediation strategies for non-conforming construction.

  • Reviews surveys and field data and information, and produces calculations and drawings for construction projects.

  • Performs various tasks associated with identification of property for acquisition related to public greenway easements for Town capital improvements, including correspondence and discussion with property owners, and assisting with the drafting of legal documents.

  • Responds to citizen inquiries and complaints regarding Town policies, technical requirements and related issues; assists other Town departments and divisions when needed.

  • This position supervises the Parks and Greenways Planning Technician I. Provides and reviews assigned work, provides training on essential job duties and completes performance reviews.

  • Performs related duties as required.

WHAT YOU'LL NEED:

Graduation from an accredited college or university with a Bachelor's degree in civil engineering, landscape architecture, construction management or related field with considerable experience of a progressively responsible nature in construction management and entitlement focused on parks and greenways design, including some supervisory experience; or a combination of equivalent education and experience.

  • Considerable knowledge of municipal parks and greenways design, construction and contract administration procedures.

  • Considerable knowledge of computerized design and drafting techniques.

  • Considerable knowledge of park facility construction techniques, greenway trails construction techniques and materials, and the ability to determine whether design specifications and standards are being met.

  • Knowledge of the town's engineering specifications, and state and federal regulations relating to greenway trails and related bicycle and pedestrian systems.

  • Knowledge of the methods and techniques used in construction cost estimation.

  • Ability to prepare and interpret engineering designs and specifications related to assigned work.

  • Ability to perform mathematical computations and apply standard engineering techniques in the design and construction of Town projects.

  • Ability to establish and maintain effective work relationships and communicate effectively with the general public, contractors, and other employees.

  • Ability to detect errors in construction materials and projects.
