Job Summary:

Under general direction with a high level of autonomy, associate uses extensive knowledge and skill gained through experience and education to conduct research and provide the analysis required to provide direction for process improvements that will meet regulatory needs, increase department efficiencies and/or impact department productivity. Once a direction is decided they are responsible for guiding the implementation of solution. They must be able to manage relationships throughout the various departments across the Firm and with all levels of management. This will be a constantly evolving process as business needs and new initiatives warrant.

Essential Duties and Responsibilities:

  • Serves as first point of contact between the firm and regulatory agencies as well as an industry expert with regards to regulations

  • Gains a thorough understanding of new regulations and assess its impact utilizing internal and external resources as appropriate.

  • Prepare and deliver written and oral presentations to Firm wide project stakeholders related to projects/updates.

  • Manages vendor relationships focusing on all strategic initiatives, notices and changes communicated by the vendor in order to understand the scope and make appropriate recommendations.

  • Monitors vendor service level agreements and holds them accountable.

  • Serve as a liaison between Operations and other business units when solving issues.

  • Drives execution against project plans and goals

  • Reviews regulatory rules that affect Operations and directs the creation of documents by functional area that correspond to procedures that would be impacted by the specific regulations.

  • Actively collaborates with various regulatory working groups (SIFMA).

  • Identifies trending information and reports those changes/concerns/topics related to trends to the appropriate management team(s).

  • Provides appropriate management team(s) with written reports detailing trends as they occur.

  • Participates in documentation review of procedures by reviewing for gaps/risks and make recommendations to management team to ensure gaps are covered and risk minimized.

  • Creates process maps of departmental processes and system workflow to help explain the flow and educate associates.

  • Directs Users Acceptance Testing (UAT) and make recommendations at decision points.

  • Special projects as assigned.

Educational/Previous Experience

Requirements:
  • Bachelor's degree in a related field or an equivalent combination of education and work experience.

  • Will typically have a minimum of ten (10) years of relevant experience in financial services.

  • Project work and business analysis/process improvement within financial services industry highly preferred.

Licenses/Certifications:

  • SIE required provided that an exemption or grandfathering cannot be applied.

Independently understand, analyze, and provide guidance to comply with regulations, statutes, ordinances, contractual obligations, and investment guidelines to allow financial advisors and Raymond James to fulfill their fiduciary responsibilities to their clients. Individuals at this level must have a broad understanding of the different areas of Supervision, risk and various client types, including retirement plans and institutional relationships. May be accountable for creating and implementing supervision procedures to mitigate risks associated with new product and service offerings, including discretionary institutional consulting. Work directly with internal IFS groups and Raymond James legal team to review, amend, and consult on contracts to ensure relationships are properly documented at all times. This individual will serve as the business unit risk manager, managing cross functional responsibilities to support the business in mitigating risk, sustaining a controlled environment, and increasing stakeholder awareness of factors / trends that impact the business. Effectively communicates with and influences multiple levels of management and stakeholders, including internal and external auditors, to prevent, identify, research, and resolve problems. Coordinates with Risk Management to properly address risk issues and engage in firm-wide risk management initiatives (e.g., analysis and reporting). Essential Duties and Responsibilities: * Manage and lead a process and procedure to supervise PCG institutional discretionary relationships against contractual obligations and investment guidelines * Monitor investment changes necessary to ensure Financial Advisors and Raymond James fulfills their fiduciary duties. * Work with Sales and Product Development to make certain new products and services are developed with appropriate risk characteristics * Establish and implement a supervision framework to comply with municipal state laws and local ordinances imposed on PCG relationships. * Research, analyze, and monitor regulatory and legal limitations to institutional relationships * Interprets, applies and recommends changes to organizational policies and procedures. * Create, implement and manage a contract approval process through a repeatable, risk based approach * Draft and amend contracts and participate in contract negotiations * Review Request For Proposals and Non-Disclosure Agreements. Recommend contract language changes and clearly communicate risks to all internal stakeholders. * Provide leadership, oversight and administration of assigned areas. * Utilizing existing risk management framework, establish required policies / processes to address risk across the business. * Identify key risks impacting the business and establish acceptable risk appetite / tolerance levels. * Identify and evaluate adequacy of controls in place to mitigate risks. * Champion and facilitate risk reviews to identify risks and mitigating factors related to new business opportunities, services, and products.
