Chemonics seeks a Senior New Business Manager for the Asia business unit. The Asia business unit has nine active projects in six countries and a range of technical areas, including: environmental and natural resource management, agriculture and livelihoods development, rule of law, education, private sector development, improving governance, and greater social inclusion to promote broad-based economic growth in the region. Responsibilities include:

  • Leads team in developing effective working relationships with clients, potential partners, counterparts, stakeholders, subcontractors, technical specialists, and donor agencies

  • Identifies and develops new business leads, clearly identifying Chemonics' role in current international development assistance programs and trends

  • Externally promotes Chemonics, representing company history, values, and standards by attending events, networking with clients and counterparts, and displaying a clear understanding of the past and present portfolio

  • Serves as lead in conjunction with operations team to properly resource new business teams within and outside of region or profit center

  • Manages the Corporate Proposal Tracker, ensuring it is consistently and accurately updated

  • Oversees management of new business consultants, including timesheet management and ensuring payments are processed for consultants

  • Manages implementation of proposal strategies in collaboration with senior vice president and director of new business development to optimize profitability and win rate

  • Acts in a variety of proposal leadership roles to ensure that Chemonics' best practices and quality standards are used during preparation and submission. Serves as mentor and coach to others assigned to new proposal roles

  • Applies knowledge of NICRA rates to provide early estimates of proposal profitability, prepares cost proposals independently, and makes recommendations in compliance with Chemonics' standards, and mentors others in such tasks

  • Learns and promotes strategies for effective teamwork and leadership development and cultivates collaborative working relationships across the company

  • Actively engages in technical practice of relevance to areas of interest or focus, sharing information and best practices learned with the company

  • Supervises, develops, and evaluates assigned staff. Ensures staff receive regular constructive performance feedback, prompt resolution of problems, and the time and opportunity to grow professionally

  • Provides organizational, planning, and management support to outside facilitators and undergoes training to serve as in-house facilitator for meetings such as green teams and new business training

  • Expands professional and technical knowledge through a variety of internal and external training and resources

  • Fosters and demonstrates a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations

  • Performs other duties and responsibilities as required

Qualifications:

  • Minimum 4 years of relevant project management and staff supervisory experience

  • Bachelor's degree or equivalent work experience required

  • Thorough understanding of client requirements and preferred methods of business

  • Understanding and fluency in administrative, accounting, and management systems, with a demonstrated ability to mentor staff in these areas

  • Experience writing proposal or report sections of at least 10 pages

  • Demonstrated leadership on a project management team

  • Strong verbal and written communication skills

  • Willingness to work overseas for up to 4 to 8 weeks per year

  • Ability to work effectively independently and as part of a team

  • Experience living or working in developing countries

  • Language proficiency in geographic area preferred

VIEW JOBS 10/12/2019 12:00:00 AM 2020-01-10T00:00 Senior Program Manager: Asia & Pacific The National Democratic Institute for International Affairs (NDI) is seeking a Senior Program Manager position to join its Asia & Pacific team, and support in the day-to-day management of country and program specific democratic development programs related to strengthening civil society, enhancing democratic governance, promoting women's and other marginalized groups' political participation, and strengthening political parties across Asia and the Pacific. This full-time position is based in NDI's Washington, DC office. Responsibilities: * Designs and oversees the implementation of program activities for regional and global programming, or in country locations where NDI does not have an office * Supports resident director and local staff for assigned country offices, serving as the primary point of contact at headquarters and marshaling appropriate knowledge and resources to advise and assist the in-country team. * Provides team leadership in day-to-day internal management * Manages knowledge of political events and programmatic strategy for assigned programs, in order to respond to inquiries requiring functional or regional expertise * Leads inclusive processes in order to contribute to the planning, design and evaluation of assigned projects in collaboration with local partners, in-house experts and external experts and advisors * Maintains collaborative relationships with international democratic development organizations, civic organizations in the U.S. and the region, national and international news organizations, political party networks and partners, and NDI's network of volunteer trainers and experts * Monitors assigned programs' annual budgets; provides a full, accurate and timely accounting of all funds * Develops and oversees a communication strategy for assigned projects, in order to share the mission, programmatic approach and impact of NDI and its partners with domestic and international audiences * Leads strategy discussions for, and provides oversight of, production and submission of briefing memos, reports, work plans and proposals * Ensures compliance with all relevant policies, agreements and regulations governing program implementation * Travels to the region to assess political development and new opportunities and evaluates current projects; Takes necessary steps to fill staff vacancies and orchestrates recruiting for assigned programs Qualifications: * Bachelor's degree, preferably in International Relations or a related subject; Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis * A minimum of ten (10) years relevant work experience in international development, community organizing, political campaigns, organizational development, legislative affairs or other politically-oriented domains where coordination or coalition management are essential skills * Extensive experience managing complex programs, especially of USG funded grant programs, and preferably of international democracy, human rights, and governance programs * Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy makers * Superior oral communications skills to effectively present information, respond to questions and negotiate * Foreign language ability applicable to region preferred * Exceptional competency in one or more areas of NDI's functional programs, in addition to a highly developed knowledge of the assigned region's political environment and people * Exceptional analytical skills for interpreting complex program and political issues and to think innovatively and introduce new concepts * Superior writing skills, clear and persuasive and experienced enough to edit all types of team documents * Established network, through years of experience, of significant contacts and political leaders * Experience in program design, strategy, and implementation * Working knowledge of PC-based word processing and spreadsheet applications * Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired * Seasoned budget and accounting skills * Ability and willingness to travel 4-6 times to regional locations, which are often remote and difficult to reach Comments: This is a union position to be represented by the Office and Professional Employees International Union (OPEIU) Local 2.
