CONDITIONS OF EMPLOYMENT:

  • New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

  • New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.

  • The Department of Military Affairs is paid on a monthly basis.

MINIMUM REQUIREMENTS:

  • A Bachelor's Degree from an accredited college or university with a course of study in a field related to computer or information science and CompTIA Security+ Certified; OR
  • An Associate's Degree from an accredited college or university with a course of study in a field related to computer or information science, two (2) years of professional experience in computer systems analysis, computer programming or related field and CompTIA Security+ Certified; OR
  • Four (4) years of professional experience in computer systems analysis, computer programming or related field and CompTIA Security+ Certified.

DUTIES AND RESPONSIBILITIES:

Administers Systems:

  • Will be responsible for the State Network backup systems assigned and recovery procedures.

  • Serve as a technical focal point for the installation and configuration of hardware and software on personal computer systems.

  • Serve as a Department of Military Affairs (DMA) systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting in order to meet customer needs.

Develop IT Policy:

  • Develop guidelines, standard operating procedures (SOPs), bulletins and flyers regarding the operation/use of assigned C4 systems, services, and activities.

  • Analyze policies, regulations, and system provisions governing standard operating systems and provide assistance and advisory services to DMA users.

  • Implement systems software changes, operating system releases and maintain the operational status of systems. Coordinate with system developers to resolve solutions to hardware and/or software malfunctions.

Maintain DMA System Performance:

  • Perform security management in accordance with National Guard Bureau (NGB) regulations and state policies. Review and implement local policies regarding system access, network rights, and physical access to systems and equipment.

  • Implement state policy relating to systems storage requirements.

  • Design and modify the storage structure and correlation between systems.

  • Modify system parameters on multiple operating systems, integrating the use of Storage Area Networks (SAN), to achieve maximum system efficiency.

System Evaluation and Planning:

  • Serve as a technical focal point on multiple operating systems and computer platforms.

  • Provide technical assistance and advice to DMA personnel involved in system design, programming, database design, and modifying commercially developed software.

  • Determine equipment and communications requirements and interfaces with other systems.

  • Evaluate machine usage and develop plans for the necessary acquisition to support future automation (hardware and software) requirements.

Troubleshoot Systems:

  • Troubleshoot problems and implement changes on multiple computer platforms.

  • Diagnose system failures to isolate source of problems between equipment, system software, and application programs.

  • Provide solutions by modifying codes, devising fixes, documenting problems and advising responsible party.

  • Interact with peers and vendors to resolve hardware and software problems and report unresolved problems.

Technical Training and Responsibilities:
  • As a condition of privileged access to any information system, personnel performing IA functions described in DoD 8570.01-M must satisfy both preparatory and sustaining DoD IA training and certification requirements.

Duties as Assigned:

  • Assist the DMA Network Manager by performing tasks as requested.

  • Provide input to the supervisor concerning use of IT resources.

  • Attend meetings, and represent G6/CIO DMA at workshops/conferences.

  • Be required to work additional duty for emergency operations.

  • Be required to maintain supply accountability for all equipment assigned or hand receipted.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of computer hardware and software, including applications and programming.

  • Knowledge of principles and processes for providing customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

  • Ability to troubleshoot issues with computer applications or systems.

  • Ability to determine causes of operating errors and suggest appropriate course of action.

  • Ability to perform routine maintenance on equipment and determine when and what kind of maintenance is needed.

  • Ability to control operations of equipment or systems.

  • Ability to maintain computer networks to enhance performance and user access.

  • Ability to research future computer and network equipment requirements and provide cost savings analysis for the benefit of the DMA.

  • Ability to work with all levels of people, from Directors to any staff, to vendors and outside agencies

  • Good written and verbal communication skills.
