Bachelors degree in a related field such as computer science, computer engineering, or management information systems and two years of experience in programming. Any equivalent education and or work experience may be substituted in order to meet the minimum qualifications of the position.


Experience with C#, JSON, Web API, RESTful, and SOAP Web Service implementations. Responsive Web Design, Telerik UI for ASP.Net MVC. Experience in NUnit.

Knowledge and Abilities:


The entire software development lifecycle.

Application Servers and Web Frameworks such as IIS.

Proficient in ASP.NET, MVC, C# with solid understanding of their ecosystem.

Strong understanding of Object-Oriented Programming (OOP).

Object Relational Mapping (ORM).

NUnit testing and unit testing used for test cases.

Version control or source code management (TFS or GIT).

Microsoft Visual Studio (MVS) and SQL Server Management Studio (SSMS).

Formats used in written business communications.

English grammar, spelling, and composition needed for correspondence.

Computer software necessary to carry out job responsibilities.

Types and uses of office equipment.

Office management principles, methods, and procedures.


Program on Microsoft .NET frameworks using C#.NET, LINQ, Visual Studio 2008/2013/2017, AJAX.

Develop ASP.NET MVC applications with C# code behind for authentication, registration, documents upload and approval system.

Use HTML and CSS, client-side scripting experience with JavaScript frameworks (JQuery).

Client and server side validations using JavaScript and Validation Controls and performing tasks related to Database issues.

RDBMS and write SQL queries and stored procedures.

Communicate orally and in writing with agency staff and the public.

Establish and maintain effective working relationships.

Understand, interpret, and apply rules, administrative policies, and program guidelines.

Design, development and deployment of interfaces for load testing and in production environment.

We are looking for individuals for this essential position who are mission driven, action oriented, and possess excellent communication skills. Hours: 10 am - 7 pm, Monday - Friday. Job location is 5220 South 16th Examples of Work This position is dedicated to foster parent licensing and support for the 14 county area of the Southeast Service Area. This position plays the critical role of supporting state ward children placed in licensed and relative foster homes. This foster parent support enables DCFS to refrain from referring children to Child Placing Agencies for support when they are placed in relative foster care homes. This position will work an alternative work schedule 10:00 AM to 7:00 PM so that the SESA and other service areas receive the necessary support for making foster care placements during the evening hours. Under limited supervision, the Foster Care Resource Developer consults and coordinates with Child and Family Services Specialist staff in location of out-of-home placements, placement follow-up, documenting placement efforts and identification/resolution of barriers to placement. Consults with providers to identify methods and practices that will better meet customers' needs. Establishes emergency foster/shelter placements. Conducts licensing and home studies for foster parents. Conducts meetings with foster parents regarding placements and utilization of home for state ward placements. Resolves licensing issues of agency-based foster care homes and enters licensed home information into NFOCUS. Participates in utilization team meetings to determine if youth meets placement criteria. Researches, gathers and maintains information on community placement resources. Answers inquiries and provides information concerning out-of-home placement programs. Maintains statistics regarding placements made, referrals sent, denials received and waiting list information and provides utilization data. Consults and coordinates with Economic Assistance staff on the availability of services needed by customers serviced such as transportation, respite care, chore services etc. Collaborates with providers to develop methods to continually meet customer's needs. Qualifications / Requirements REQUIREMENTS: Post high school coursework/training in social work, sociology, counseling, guidance, psychology, child development or related field and experience in resource development, eligibility determination or contract monitoring within a public service organization OR Bachelors degree in any of the fields listed above, PREFERRED: Experience in case management, interviewing skills, community referral for services, experience with NFOCUS. Knowledge, Skills and Abilities Knowledge of: the principles and practices of social work; federal and State laws, regulations and guidelines concerning services delivery; the principles of individual and group behavior; the techniques of counseling; community and service organizations. Skill in: interviewing to collect and elicit essential information; communicating to receive and relay information; listening to and understanding information received; using a keyboard.
