Senior Manger/Operations Manager

Spectrum is seeking a Senior Manager/Operations Manager who has responsibility to provide oversight and management to a team of professional personnel supporting a DoD customer at/around NAS Patuxent River, MD. A successful candidate will be an experienced manager and administrator on a program that provides program management, administrative, budget/financial management, and the execution and management of DoD Acquisition program office efforts. Our candidate must be able to lead large, diverse teams of employees, maintain positive control of resources and information, and support a global customer base. This position is based in Patuxent River, MD and requires on-site and contractor site work. Travel may be required. This is a supervisory position.

ACTIVE DOD SECRET CLEARANCE REQUIRED

Responsibilities:

• Primary interface and point of contact with Government program authorities
• Provides technical and programmatic support to teammates and government program managers
• Oversees contract execution of the project's contractual requirements
• Manages acquisition and employment of program/project resources

Requirements

MINIMUM QUALIFICATIONS REQUIRED:

• Must have an active DoD Secret Clearance
• Over 10 years of experience in the functional responsibilities above
• Professional experience in the Defense acquisition environment
• Three (3) years of experience in support of Navy Acquisition management - within the last six years
• Three (3) years of supervisory experience
• Foreign Military Sales (FMS) experience is desired
• Knowledge of DoD 5000 Series instructions and manuals is desired
• Financial management experience desired
• Master of Arts/Science degree is required OR Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree OR associate degree plus four (4) years performing the responsibilities above OR six (6) years additional work experience performing the duties and responsibilities above may be substituted for a Master's Degree.
