Job Summary
The Senior Manager, Track Quality is responsible for assessing various aspects of track quality across the system and maintaining a multi-year capital renewal plan. The role works closely with the Regions, Engineering Systems, Technology, Finance, Track Standards, Supply Chain and Procurement & Supply Management (P&SM) functions to develop and maintain clear business and technical rules related to assessing track quality and capital renewal planning. In addition, the incumbent works collaboratively with the same groups to build and maintain information systems to assess track quality. The role is accountable for ensuring that Managers, Track Quality (MTQs) constantly use appropriate information systems in conjunction with field verifications to properly assess track quality and follow agreed business rules to develop capital programs.
Main Responsibilities
Direct supervision of MTQ's
Ensure that MTQs clearly understand and apply standard business rules when building capital programs, have access to and use available track quality information systems effectively as well as are properly field-verifying track conditions and proposed capital programs
Work collaboratively with Regional Chiefs to prioritize capital projects in a multi-year time frame
Work with the Regions and Marketing to provide estimates for subdivision upgrades to accommodate new business
Review and approve all capital plan change requests for the current year's capital program
Development of Information Systems as Business Rules
Collaborate to build and execute CN Engineering's Capital Planning Rules
Work cross-functionally to develop track inspection technologies and track quality information tools as well as establish Key Performance Indicators (KPIs) and oversee processes to monitor infrastructure performance while identifying underperforming assets
Collaborate to maintain accurate forecast costing
Participate in industry track standard review committees
Develop long-term material forecasts with P&SM to reduce new material costs and inventory
Assist regional teams with asset data, project planning and capital budgets
Coach, mentor, and guide team members to ensure they have the necessary tools and support to succeed
Participate in the selection and recruitment of new team members as well as in succession planning and career development activities
Safety Management
Ensure that all employees are properly trained and adhere to safety protocols and regulations
Contribute to developing and implementing company policies and procedures related to safety and environmental compliance
Define a risk-based criteria for the prioritization of capital investment across the system
Conduct safety audits and inspections to identify and address safety hazards and risks
Collaborate with the Safety and Track Standards team to develop and implement safety initiatives and programs
Lead a safety process to track action items as well as manager and employee compliance
Perform field audits to determine and monitor compliance with established safety and regulatory standards
Maintain up-to-date knowledge of Federal Railroad Administration (FRA) and Transport Canada (TC) safety standards
Working Conditions
The role is performed in a combination of office (60%) and outdoor environments (40%) in various types of weather conditions with a regular workweek from Monday to Friday. The role requires regular travel (up to 50%) within North America. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress, as well as be able to walk long distances and sit for extended periods.

Experience
Management and Railroad Engineering
Minimum 7 years of relevant railroad experience in Track
Minimum 4 years of experience as a Track Supervisor or above
Minimum 2 years of experience in a manager or senior manager role in engineering
o Experience in safety compliance
o Experience leading teams
o Experience with budgets and asset allocation and planning
o Minimum 2 years of experience in engineering maintenance, construction, or production*
Education/Certification/Designation
High School Diploma or General Education Diploma (GED)
Valid Driver's Licence
Bachelor's Degree in Engineering*
Professional Engineering (P.Eng.) Designation*
Any designation for these above would be considered as an asset
