L3 Aviation Products Division (L3 APD), is a leading provider of commercial and military avionics with unsurpassed performance, quality and customer support. L3 APD manufactures a diverse line of safety- and efficiency-enhancing products that set the standard for next-generation requirements, including configurable voice and data recorders, collision avoidance systems, navigation products, display systems and processors.

The Sr. Manager, Program Finance leads, manages, and directs a group of approximately 12 people responsible for controlling costs, maintaining accurate cost forecast, understands sales and balance sheet accounting, and oversees the preparation of schedules on government and commercial contracts.

This person will oversee work schedules, prioritization of tasks, and implementation of procedures for performing work on cost management, financial, and scheduling activities. They will direct and monitor work results for meeting customer requirements, specifications, and quality assurance standards.

The right candidate should be able to evaluate performance of assigned program tasks in terms of quality, cost control, and achievement of technical, schedule, performance, and contractual objectives. Other specific duties:

  • Informs executive management of program status, including technical, cost, schedule, or administrative issues and concerns on assigned programs.

  • Oversees and participates in analyses and preparation of reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.

  • Participates in the preparation of budgets and schedules for all contract work and performs and/or assists in financial analyses such as funding profiles, sales and profit forecasts, and variance analysis.

  • Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.

  • Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain accurate contract cost and schedule baselines.

  • Oversees and participates in the development of material forecasting as well as contract estimates-to-complete.

  • Reviews and validates all contract sales and profit forecasts.

  • Monitors, evaluates, and reports project progress and variance analysis, as measured against the Project Management Plan, program baseline, and Integrated Master Schedule, utilizing EVMS.

  • Tracks and reports Weekly & Monthly project status.

  • Prepares regular and ad hoc reports, analyzes trends, establishes forecasts and baselines, and provides accurate variance analysis to these baselines.

  • Monitors and assists in the forecast of cash-flow, billed accounts receivable, unbilled accounts receivable, and inventory status. Explains variances to plans and corrective actions.

  • Support audits of financial information and the company's operations.

  • Ensures compliance with established corporate and division policies, procedures, and practices.

  • Reports and communicates to the company's corporate office as required.

  • Other activities as assigned by Sr. VP of Programs.

  • Experience in preparation of financial forecasting, budgeting and variance analysis.

  • Presentation, and written and oral communication skills.

  • CPA or equivalent certification a plus.

  • Deltek CostPoint experience a plus

  • Experience managing large, fixed price, Cost Plus, and T&M programs

  • Earned Value experience is required.
