Senior Manager Park Development, Planning and Maintenance (Official Job Title: Senior Manager): This is a senior leadership role that performs a variety of complex professional, management and administrative tasks with a focus on the park planning, development and maintenance operations in the department. The position is responsible for the oversight of two divisions including Park Planning and Development and Maintenance Services, in addition to the Quality Assurance/On-Call team. The position assists the Director in planning, implementing, directing and managing functions and resources of the department, with an emphasis on park planning, development and maintenance operations, to achieve the strategic objectives of the department and the County in an efficient and effective manner. This position reports to the Parks, Recreation and Natural Resources Director.

Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five years.



  • Assists the Director with implementing the department vision and mission and assists in leading the department for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving issues associated with assigned divisions.

  • May serve as the Acting Director in the Director's absence by attending meetings, making decisions, and providing department leadership.

  • Assists Policy Coordinator and Director in maintaining accreditation standards and the re-accreditation process through the Commission for Accreditation of Park and Recreation Agencies (CAPRA).

  • Writes reports; prepares and supervises the preparation of agenda items and other comprehensive public and administrative reports for matters within assigned divisions.

  • Effectively communicates, both orally and in writing, to the County Commission, County Administration, other County departments, the news media and the general public.

  • Assists with planning and administering annual budget for assigned divisions. Monitors expenditures to ensure fiscal responsibility for assigned areas. Researches the feasibility and costs of alternative methods of providing services to the public and recommends improvements.

  • Performs evaluation, planning and research activities, seeking opportunities for innovation in park maintenance and design standards.

  • Represents the Director and County at public/community meetings; advocates the County's mission, vision and values for the benefit of the community. Assists with presentations to the Sarasota County Commission and the public as designated by Director. Serves as a source of information regarding assigned divisions to County Administration and the public.

  • Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.


  • Responsible for keeping the Director informed of operational decisions and issues, providing guidance, supervision, coaching and leadership to division managers.

  • Continually evaluates, rethinks, and/or develops processes, procedures, budgets, staffing, performance measures and the efficiency, quality and cost of services. Implements change based on these evaluations and best practices in the industry.

  • Develops a high performing team. Supervises division managers and direct report staff in the performance of their duties including assigning and prioritizing duties; conducts performance evaluations, ensures appropriate rewards and recognition and administers discipline for all direct reports.

  • Implements and evaluates department policies, projects and programs. Ensures that division operations conform to local, state and federal governmental regulations, worker safety and other applicable rules and requirements. Facilitates solutions to complex problems facing the department.

  • Ensures the coordination and management of park maintenance activities within assigned areas and with other departments within the County.

  • Demonstrates and promotes effective and trustworthy working relationships by developing and empowering employees, promoting and supporting collaboration, excellence, efficiency, innovation, openness and teamwork among staff.

  • Oversees department-wide park asset management, including life-cycle planning, replacement, renovation, maintenance and budgeting utilizing a long-term, proactive approach.

  • Oversees the planning and development functions within the park system, incorporating innovative ideas, sustainability and universal design principles.


  • Assists the Director by providing leadership on an organizationwide and community basis to ensure that public services are provided in alignment with PRNR and County strategic objectives.

  • Assists the Director in maintaining strategic partnerships and contacts with community representatives, external agencies and other organizations.

  • Oversees community engagement related to park acquisition, planning and development.

  • Develops public awareness and participation in PRNR programs and activities.

Minimum Qualifications:
A Bachelor's Degree from an accredited college or university in landscape architecture, construction management, environmental planning, civil engineering, planning or closely related field and eight (8) years of recent related professional level experience OR a Master's Degree in one of the areas listed above with six (6) or more years of recent experience. In addition, four (4) years of supervisory/management experience is required.

Preferred Qualifications:

  • MS, MA, MBA advanced degree preferred. Advanced professional certification desirable.

  • Advanced professional certification from NRPA or similar organizations is preferred.

Job Competencies:

  • Advanced knowledge of the principles, practices and operation of parks, recreation and natural resources management, the principles of management and organization, as well as development of strategic plans, operating budgets, capital improvement plans, and budget monitoring/control.

  • Knowledge of land use planning, long range (park) planning, park design including industry trends and local preference, park and coastal construction, government processes, capital programs planning and regulatory processes.

  • The position requires a general knowledge of and the ability to foster and maintain inter-governmental partnerships and maintain effective working relationships.

  • Ability to assess community needs and develop solutions.

  • Ability to exercise independent judgment and initiative in applying standards to a variety of work situations.

  • The Senior Manager must be customer-friendly, demonstrating good judgment, tact and courtesy within a high-pressure environment and must be highly flexible and capable of handling multiple tasks simultaneously, assessing and prioritizing multiple tasks, projects and demands in order to perform duties, as needed or assigned.

  • The Senior Manager must possess exceptional interpersonal skills, polished public speaking skills, excellent written and verbal communications skills and the ability to think and communicate strategically and analytically.

  • Experience with work order management software systems and/or other project management systems.

  • Must be proficient in Microsoft Office software, and become proficient in County used software such as Maximo, SharePoint, eGenda, KRONOS, and other software which the County may utilize.
