SUMMARY

Responsible to manage and oversee activities related to M of E interests/requirements within PEMD maintenance programs (unscheduled, scheduled, corrective, contracted, etc.) coordinating work scopes with operations requirements and force account participation as guided by jurisdictions of work including M of E rolling stock support equipment replacements or modifications as well as department initiated projects at all M of E shops and yards and is responsible for day-to-day management of M/E Plant Maintenance and Hi-Tech operations at all M/E shops and yards in support of M of E Department goals related to car availability, mean distance between failures, safety and on-time performance. The position provides direction to subordinate staff, and LIRR Force Accounts interacting with all LIRR Departments in cooperative efforts to achieve LIRR goals.

The position must accomplish- Effective Management structure to ensure Maintenance of Equipment (MofE) Department requirements within LIRR Equipment within Capital projects, OFC Projects, Various Projects for all Shops, Yards and RSSE are managed efficiently to support the LIRR needs of service. This position will support the LIRR's corporate goals of maximizing Mean Distance Between Failures (MDBF), On-Time Performance (OTP), Car Availability, effective use of PEMD resources, and Safety Procedures by maintaining the RSSE assets.

RESPONSIBILITIES

Responsibilities may include but are not limited to:

  • Supervise and coordinate the day-to-day activities of plant maintenance personnel and monitor/evaluate their activities in conjunction with the preventive maintenance plan. Oversee the proper utilization of computer aided maintenance management systems.

  • Oversee and maintain a comprehensive predictive/preventive maintenance program for RSSE used in support of commuter rail maintenance making changes as required to ensure a solid program is current. Develop maintenance policies and procedures.

  • Oversee/manage all projects within the scope of PEMD, shops, yards & RSSE.

  • Administrate department and corporate policies to ensure that all policies related to operations, maintenance and personnel are properly coordinated and implemented.

  • Maintain an effective working staff by recruiting, selecting, orienting, and training employees. Manage labor matters supporting the jurisdiction of work awards, assessing discipline and grievances. Interact with management and represented employees from other departments coordinating and facilitating the timely completion of required jobs.

  • Participate in the budget development for the Plant Maintenance Section, including OFC and Capital initiatives, to ensure the proper allocations of manpower and material resources as well as 3rd party contractual resources.

  • Ensure all environmental mandates of Federal and State Authorities are coordinated with Equipment Engineering meeting discharge limitations staying within regulatory compliance parameters for all M/E Facilities and yards.

  • Motivate workforce. Promote diversity and respect in the workplace. Ensure compliance with all safety policies and programs.

  • Perform other assignments as requested by Senior Management.

QUALIFICATIONS

(A)

  • Bachelor's degree in engineering and a minimum of eight years of solid technical and practical progressively responsible management in related maintenance operations (in lieu of the degree requirement, 10 years directly related management experience in plant maintenance/operations may be considered). Subject to approval

  • Must have knowledge of facilities maintenance principles and practices (electrical, mechanical, HVAC, automated systems, software (PLC), preventive and scheduled maintenance, labor agreement).

  • Knowledge of automated warehousing (ASRS/AMHS) and material handling.

  • Strong oral and written communication skills, solid judgement, problem solving, planning, leadership ability, analytical and managerial skills, excellent skills in inter/intradepartmental coordination. Ability to deal with a diverse unionized workforce under extreme pressure situations.

  • Incumbent must be able to handle multiple tasks at the same time and prioritize them accordingly based on the criticality of the infrastructure equipment to M/E's Rolling Stock availability.

  • Must possess experience managing staff, subordinate employees, and 3rd party vendors/contractors.

  • Demonstrated experience with project budget development and budget management.

  • Must possess excellent interpersonal skills and the ability to interact effectively with others intra-and interdepartmentally.

  • Strong oral and written communication skills.

  • Strong understanding of third-party contracts.

  • Understanding of LIRR operating rules and labor jurisdictions of work.

(B)

  • Able to review and interpret construction drawings, specifications, shop equipment manuals.

  • Experience in shop equipment procurement, installation, testing, M.E.P. systems commissioning, and construction management.

  • Experience in Specification and TSOW development.
