Reports To: Head, Global Health Economics & Outcomes Research

POSITION SUMMARY:

The Senior Manager/Assoc Director, HEOR will be responsible and accountable for setting Global HEOR strategy and value communication in collaboration with R&D, Medical and commercial teams for the products throughout various phases of drug development. He/she will develop and implement global (North America, Europe and Australasia) HEOR strategy for one or more therapeutic area(s) through hands-on research, expert KOLs, consultants, and internal stakeholders. He/she will assist in design and perform health economic and outcome research projects/studies focusing on value, positioning and unmet needs of pipeline and newly launched Indivior products to support Health Technology Assessments (HTA) and optimal market access and formulary positioning.

The Senior Manager/Assoc Director, HEOR will be responsible for all aspects of effective project management, including RFP development, selection of research partners, contract execution, budget planning, protocol design, analytic plan development, oversight of data collection/acquisition, data analysis, and development of research findings into publications. The Senior Manager/Assoc Director, HEOR, will assist and lead the initiation, development and implementation of global health economics and outcomes research strategy for select products and therapeutic areas.

This is a technical position with project-specific strategic responsibilities. The incumbent is responsible for the delivery of HEOR research in support of projects in clinical development as well as marketed products. This is a highly independent position sustained by the training, experience, and judgment of the incumbent. In addition, this position sets strategies with expertise in the design and application of health economics and outcomes research during all phases of product life cycles.

ESSENTIAL FUNCTIONS:

The responsibilities of this job include, but are not limited to, the following:

  • Acts as the HEOR champion to continually educate the global project team/s on the latest developments and thinking in HEOR as it relates to Evidence Based Medicine, PRO regulatory processes, and HTA.

  • Acts as Global HEOR liaison/interface on cross-functional global R&D project teams, commercial teams and medical/scientific affairs teams.

  • Coordinates necessary US and global randomized and observational clinical data to create and include economic arguments.

  • Designs and develops health economic models, including decision analytic models, cost-effectiveness models, budget impact models and disease treatment models to support EBM product value proposition.

  • Develops and/or coordinates the development of product value dossiers to support HTA and formulary decision-making.

  • Develops HEOR research plans, protocols and budgets, conducts analyses, and prepare drafts and final reports, abstracts, and manuscripts.

  • Identifies and maintains successful research relationships with HEOR key opinion leaders and other clinical/academic consultants.

  • Ensures compliance with all applicable laws, regulations and regulatory guidelines governing commercial and scientific interactions with healthcare professionals, payers, advocacy and other business partners.

  • Incorporates business requirements/concerns of health care decision-makers into HEOR analytic tools and results-focused approaches.

  • Leads the development of HEOR strategies and assist in creating tactics for economic value & quality of life arguments during product development and launch to support HEOR EBM value proposition.

  • Provides internal training on HEOR methodologies and data results to global cross-functional teams including R&D, Medical & Scientific Affairs and Commercial colleagues.

  • Disseminates health outcomes research findings at scientific congresses and manuscript publications in peer-reviewed journals.

  • Trains Indivior payer teams, Medical Affairs and other teams as appropriate, on clinical and health outcomes resources (economic models, slide sets, population management tools etc.).

  • Stays current on new clinical and health outcomes evidence for Indivior product portfolio and key competitors.

  • Builds strong relationships with internal stakeholders and ensures continuous and consistent communication with key internal partners on HEOR projects

  • Collaborates with external customers and academics in the development and implementation of health outcomes educational programs or collaborative research initiatives.

MINIMUM QUALIFICATIONS:

Education: PhD with emphasis in the area(s) of Health Economics, Epidemiology, Health Services Research and/or Outcomes Research with 2-5 year experience in conducting outcomes research in pharmaceutical industry OR a Master's degree in Epidemiology, Health Economics, Health Services Research field, and at least 5-8 years' relevant pharmaceutical industry experience.

Experience:

  • Knowledge and experience in conducting health economics, health related quality of life, and/or health services research studies and the evaluation of health care interventions.

  • Demonstrable record of peer-reviewed scientific publications, dossier development, and strategic, customer-focused HEOR work.

  • Experience in preparing or reviewing materials for HTA and/or drug formulary decision-making.

  • Knowledge of health care systems in the U.S. including managed care organizations, PBMs, Medicare, and Medicaid and European HTA bodies including the UK, France, Germany, Spain, Italy, Canada and Australia.

Travel: 20%
