Duties include, but are not limited to:

  • Managing all aspects of Oracle E-Business Suite (EBS) applications support and operations including planning, designing, implementing, supporting and maintaining various functions

  • Managing a staff of ~10 full time employees and contractors

  • Monitoring and evaluating the performance of staff and business processes to assist in streamlining tasks and initiating new or revised systems approaches as appropriate

  • Guiding team members on issues encountered in the design and implementation of solutions.

  • Interface with middle- and senior-level end-users to develop business implementation strategies, formulate project plans and addresses specific issues that may arise during an Oracle implementation or as part of ongoing support of Oracle applications in the production environment

  • Effectively communicate up and out to ensure that stakeholders have a complete view of the teams' priority and progress.

  • Lead team members on data analysis and integration of applications

  • Ensure the team follows standards for development tools/platforms/methodology/controls to ensure efficiency, quality and consistency in application development

  • Ensure projects follow specific project plans and timelines; delivers status reports, issues logs and generates appropriate documentation

  • Ensures that support partner meets all contractual service levels associated with quality estimation and incident resolution

  • Supervising employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination

Required Knowledge, Skills, And Abilities

  • Extensive technical knowledge of and hands-on experience with Oracle E-Business Suite 12.X.X, business flows and workflow

  • Expert knowledge of Oracle ERP applications development with an emphasis on workflows, implementations, maintenance, interfaces and other technical functions

  • Familiarity and technical skills in Oracle Applications 12.1.x and knowledge of Oracle schema structures of Oracle 11g (or higher) E-Business Suite modules

  • Ability to effectively report on application development resources for projects, maintenance and break fix tasks

  • Ability to understand the agendas of other functions, groups and business units and to integrate that understanding into the decision making process of the team

  • Ability to efficiently leverage the different talents, attributes and skills of diverse employees

  • Skill in recognizing trends, patterns and events that result in new and innovative opportunities

  • Outstanding skills in verbal and written communication, as well as an ability to partner effectively with internal and external teams

Minimum Education, Experience Requirements

  • Bachelor's degree in Computer Science or related technical discipline (or High School diploma with additional experience)

  • 5+ years experience managing an application development

  • 8+ years of progressive hands-on experience in application development that includes:

  • 5+ years experience in Oracle E-Business Suite overseeing large enterprise application and systems development efforts

  • Experience managing multiple development projects concurrently, multiple development managers and a team of application development programmers

  • Experience with functional design and configuration with some combination of the following Oracle EBS Financials modules in Release 12 (R12): General Ledger (GL), Sub-ledger Accounting (SLA) Fixed Assets, Accounts Receivables, Accounts Payable, Cash Management

  • Hands-on Oracle EBS R12 solution design, development, implementation and management experience

  • Experience in the development and implementation of SDLC methodologies and best practices

  • Experience reviewing architectural structures, identification of architectural issues and demonstrated ability to perform analysis and make recommendations to improve application development design and architecture

  • Experience architecting enterprise-wide solutions that would be optimal for large scale operations, systems scaling and capacity

The architect will assist in establishing an Agency-wide Enterprise Architecture (EA) program and developing views that present a coherent model of the enterprise. The architect will assist in aligning business capabilities with IT strategy. Through the development of technical architecture, viewpoints / models, and artifacts, s/he will enable analysis and decision-making for in-use system assets. The architect will enable sound portfolio analysis through the visual demonstration of interrelationships. Will also have a strong familiarity with cloud computing services such as Amazon Web Services (AWS), as well as hybrid and private cloud concepts. Main Responsibilities: * As part of an integrated team, the Architect will play a key role in establishing: * A transition plan to the future state of the agency * A roadmap of EA implementation activities * Metrics to monitor the progress and effectiveness of EA * EA Governance * Cloud EA as the agency tool * The Architect will play a key role in developing artifacts: * Project views that display dependencies among potential system capabilities * Capability viewpoints that describe deployed capabilities * System views articulating the systems, interconnectivity, and context * Support Establishment of EA – work within an EA team to accomplish the following: * Establish an EA Framework that integrates business with IT. * Write policy and IM&T directives which will provide DSCA commitment and direction as to how EA will be used within DSCA. * Establish relationship between EA and portfolio and project management and help embed EA intelligence into IT decision-making. * Establish relationship between EA and the system development lifecycle (SDLC). * Establish the vision through high level policy documents and charter the direction of EA within DSCA. * Establish EA value proposition for promoting standardization and interoperability. * Develop EA stakeholder matrix with roles and responsibilities * Establish the linkages of the reference models - PRM, BRM, SCRM, DRM, ARM, IRM, SRMs. Enable the agency to categorize investments in a federally standardized way. * Develop viewpoints, models and artifacts * Create an as-is and to-be depiction of the enterprise for effective overall portfolio selection. * Develop All Viewpoints, Capability Viewpoints, Data Viewpoints, Project Viewpoints, Services Viewpoints, and Systems Viewpoints. They will serve as input into SDLC phases and CPIC pre-select, select, control and evaluate phases. * Create technical architecture illustrating interfaces, protocols, networks, legacy system interrelationships, data relationships and dictionaries. * Enable governance decision-making and advisement on whether a project is using technology that fits within the solution level Enterprise Architecture. * Review proposed initiatives for organizational fit; review design for system boundaries and interfaces; review data relationships; review developed products for demonstrated interoperability; assess adherence to EA; determine EA configurable items. * Cloud * Determine implementation rollout for EA tool set (EA Cloud) * Work across the architecture and technology organization to ensure effective implementation, compliance and agreement. * Define the architectural processes, standards and guidelines for data and systems architecture. * Contribute to the overall quality of the cloud migration solution delivery. * Utilize a strong understanding of cloud native development and infrastructure. * Promote the use of AWS/Cloud standardization, shared infrastructure and shared services to reduce costs and improve information flows and architectural decisions.
