Location: 2415 North Monroe Street, Suite 400, Tallahassee, FL 32303

Some travel will be required.

This is a full-time position, working 40 hours per week.

Regular business hours are 8:00 am- 5:00 pm EST, Monday to Friday.

Salary to be determined, based on experience, $65,000 - $71,000 max.

If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy.

Required Minimum Qualifications:

  • A bachelor's degree from an accredited college or university. Professional experience as described below can substitute on a year-for-year basis for the required college degree (minimum 4 years).

  • Note: Be prepared to provide a copy of your degree/diploma or request official transcripts from your school in a sealed envelope. Unofficial transcripts are not accepted. All documents must be in English, clear, and legible, showing all signatures and pertinent details. Foreign degrees must be validated by a third party to meet the US equivalency requirements.   • Four (4) or more years of supervisor and/or managerial experience.

  • Three (3) or more years' experience with public benefit assistance programs

Preference will be given to candidates who meet the following:

  • Two (2) or more years in technical and professional writing.
  • Ability to communicate effectively in all modes.
  • Knowledge, experience with and use of Economic Self Sufficiency (ESS) program databases and information technology systems.

POSITION DESCRIPTION

This is a responsible professional, supervisory position in the Economic Self-Sufficiency (ESS) Policy & Program division. The individual in this position supervises a unit that is responsible for program policy planning, research, and development activities for public assistance programs. The individual is responsible for program eligibility policy development, drafting the policy in manual format, and analysis of state and federal policies and regulations for public assistance programs.

The individual in this position is responsible for supervising staff that perform tasks associated with planning, research, and development of eligibility requirements, directing implementation of the programs, and coordinating activities within ACCESS Florida Program, with other departments and with federal agencies. This includes legislative issues and the analysis of state and federal law, policy, and regulation in relation to public assistance programs.

This individual is responsible for supervising, training, and directing the activities of direct reports. Professionals' activities performed within the unit include interpretation of federal regulations and developing new and improved public assistance policies and procedures.

The duties and responsibilities include, but are not limited to the following:

  • Monitors workload of staff and continuously evaluates performance. Reviews incoming correspondence to determine appropriate assignment and handling. Coordinates responses, checking for accuracy and consistency. Resolves any issues raised.
  • Oversees and supervises the development of new or revised policy due to legislation, court action, federal regulatory changes, and other federal issuance. The need to do so is indicated and recognized, in part, through requests, monitoring reports, and inter-program activities. Assesses effect on current programs and staff. Prepares decision memoranda or related documents where necessary. Confers with federal representatives when appropriate.
  • Develops goals and objectives for the Medicaid policy unit. Coordinates with other offices and organizations within and outside the department on issues affecting the operation of service delivery to the clients.
  • Acts as liaison for program policy development and implementation and coordinates with other state agencies such as, the Department of Elder Affairs, Department of Revenue, Department of Health, and the Agency for Health Care Administration.
  • Participates in meetings and conferences and develops methodologies to increase departmental, client and community awareness of available public assistance programs. Coordinates with other offices and organizations within and outside the department on issues affecting the operation of service delivery to the clients.
  • Maintains working up-to-date and detailed knowledge concerning ACCESS Florida Program including pertinent federal and state statutes, state plans, the Florida Administrative code, rules and regulations of the Department of Health and Human Services, Administration for Children and Families and the United States Department of Agriculture. Remains informed regarding state and federal eligibility policies, rules, and regulations.
  • Remains informed regarding the department's automated systems, works to enhance current systems, and participates in the development of new systems.
  • Provides technical assistance to the department's legal staff in preparation for court cases and fair hearings.
  • Participates in and supervises the development of issues for legislative budget requests. Coordinates issue preparation with data analysis, systems, circuits, regions, and program office staff.
  • Performs personnel management activities such as leave and attendance, hiring, and evaluations.
  • Incumbent is a member of the DCF DSNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours a day

  • Knowledge of ESS programs policy and practices.
  • Knowledge of public assistance computer systems and processes.
  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to supervise people.
  • Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to management analysis activities.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to solve problems and make decisions.
  • Ability to work independently.
