The Florida Department of Children and Families (DCF) is the state of Florida's social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency's mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

This is a highly responsible and professional position that will serve as the Marketing and Outreach Manager for the office of Substance Abuse & Mental Health. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties and Responsibilities include:

  • Oversee and coordinate Substance Abuse & Mental Health (SAMH) Legislative, Outreach, Marketing and Communications activities. This includes assignment and tracking of legislative bill analyses; review of legislative bills and amendments to ensure analyses reflect appropriate policy, budgetary and staffing issues that would affect Department of Children & Families (DCF); training SAMH staff with regards to bill analyses; ensure timely submission of the analyses; and ensure the Deputy Secretary is aware of all aspects of major bills affecting DCF.

  • Closely monitoring meetings applicable to SAMH during legislative committee weeks and Legislative Session, writing committee summaries, taking notes and documenting questions and/or requests for follow up information.

  • Oversee SAMH legislative tasks, including but not limited to annual legislative reports, grants, applications, policy proposals, and budget requests.

  • Oversee and review statewide communication materials and responses for public awareness campaigns to include social media campaigns, press releases, website content, briefings presentations and talking points to ensure the successful messaging of the SAMH Program. When appropriate, refers inquiries to the proper source or investigates the subject matter and makes recommendations to provide solutions, draft responses or appropriate courses of action.

  • Responds or coordinates responses to verbal or written requests for information from legislative and executive branch staff, external partners, the media or the general public.   • Drafting talking points and other summarizing materials for use by the Deputy Assistant Secretary and Assistant Secretary of SAMH.

  • Ensure that external communications are in line with the voice of the Department of Children & Families. Ensure universal quality communications. Keep messaging relevant, relatable, and responsive.

  • Plan, coordinate, direct, and participate in the development and implementation of agency goals objectives.

  • Participates in the creative process and assist with the design and execution of proactive public awareness campaigns to include social media campaigns, op-eds, press releases, website content, presentations and talking points.

  • Lead for the program related to any and all internal and external communications and messaging.

  • Contribute to the drafting and revision of reports and protocols, including the drafting of supplemental issues; reviewing draft reports, edit, and proofread for content, and prepare and review tables, ensuring the accuracy of data.

  • Coordinates the preparation of grant proposals and other documentation required for securing available funds for demonstration and experimental programs.

  • Identifies, develops and implements innovative outreach, communication and marketing initiatives.

  • Creates relevant and effective materials for marketing campaigns such as digital communications, articles, publications, displays, webpages, social media posts, videos and other items.

  • Perform other related duties and is on-call during office closures, evenings, and weekends, as needed.

  • Ability to solve problems and make decisions.

Minimum Qualifications:

  • Two years of experience supervising employees.
  • A bachelor's degree from a college or university in Marketing, Communications, Public Relations, or another related and four years of experience in marketing, communications or outreach is preferred.
  • A master's degree from a college or university can substitute for one year of the required experience.
