Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.� The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.
Supplemental Questionnaire:� A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

ABOUT THE ALAMEDA COUNTY SHERIFF'S OFFICE
The Alameda County Sheriff's Office is a full-service law enforcement
agency accredited through the Commission on Accreditation for Law Enforcement
Agencies (CALEA) for its law enforcement services, its Regional Training
Center, and its Dispatch Unit; the American Society of Crime Laboratory
Directors Laboratory Accreditation Board for its Crime Lab; the Bomb Squad
Commanders Advisory Board for its Explosive Ordinance Unit.� Additionally,
the agency's health care provider, Wellpath, has experience working with the
National Commission on Correctional Health Care (NCCHC).�

The Sheriff's Office has a current budget of approximately $600 million
and has over 1700 authorized positions, including in excess of 1000 sworn
personnel. The agency's Chief Executive Officer is Sheriff / Coroner Yesenia L.
Sanchez, who is assisted in the operation of the agency by Undersheriff April
Luckett-Fahimi, Assistant Sheriffs Emmanuel Christy and Daniel
McNaughton.��

THE POSITION
Under general direction of the Identification Supervisor, performs print examination and classification of prints and impressions in the Central Identification Bureau.� Conducts latent print processing to evaluate, compare, and identify single, multiple, partial, or distorted latent prints; operates the Automated Fingerprint/Biometric Identification System (AFIS/ABIS) and related equipment; completes second verification processing; prepares all related reports and/or exhibits on latent casework for law enforcement agencies and/or courtroom presentation; testifies as a fingerprint expert; and performs related duties as required.
The classification of Senior Latent Fingerprint Examiner is the advanced level of the Latent Fingerprint Examiner classification series in Alameda County Sheriff's Office.� The Senior Latent Fingerprint Examiner is a lead position responsible for the identification, classification, comparison, and processing of latent fingerprints.��

MINIMUM QUALIFICATIONS
EITHER I

Experience:
The equivalent of three (3) years as a Latent Fingerprint Examiner in the Alameda County classified service which includes 120 hours of approved fingerprint training in the instruction of latent fingerprint processing, casework, or other related studies of which 80 hours must be post-probationary.�
OR II
Experience:
The equivalent of four (4) years of increasingly responsible full-time, paid experience in fingerprint classification in a law enforcement agency to include 140 hours of approved, certified fingerprint training in fingerprint classification, identification and comparison completed within the past three (3) years and of which a minimum of 18 months was performed at a level comparable to or higher than that of a Latent Fingerprint Examiner�and included full-time latent print work and serving as a qualified fingerprint expert for court testimony.
AND
License/Certificate:

Must possess valid California Motor Vehicle Operator's License.

Must be an active member of the International Association of Identification or the California Division of the International Association of Identification with current Latent Certificate.

Special Requirements:

Vision:� Using both eyes, must have far vision of 20/100 without glasses, correctable to 20/20 with glasses. Must have near vision, as measured by optometric examination, sufficient to perform fingerprint identification, classification, and related duties.

Must be able to lift and carry 30 pounds.

Successful completion of a thorough background investigation.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:
Knowledge of:

Henry System of Fingerprint classification.

Working knowledge of fingerprint classification, searching, and filing methods.

Principles and techniques used in the collection, comparison and classification of fingerprint evidence and similar types of impressions.

Methods of identification, interpretation and preservation of latent evidence.

Latent evidence and casework, updates to procedures, documents and best practices including recent developments, literature and studies related to latent identification field.

Criminal and Courtroom procedures and legal principles.

Working knowledge of automated fingerprint systems.

Laws of evidence and chain of custody.

Ability to:

Perform assigned tasks according to prescribed procedures.

Establish fingerprint identifications by scientific methods.

Establish and maintain cooperative relations with representatives of law enforcement agencies.

Write clear, concise, and complete narrative reports and correspondence.

Qualify and testify in a court of law.

Operate AFIS and other related systems equipment related to latent casework and criminal records systems for retrieval and input.

Provide technical guidance to other Fingerprint/Latent Fingerprint Examiners.

Communicate effectively, orally and in writing.

EXAMINATION COMPONENTS

THE
EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applications to verify possession of minimum
    requirements.� Those applicants who possess the minimum requirements for
    the class will move on to the next step in the examination process.
  2. A review of supplemental questionnaires to select the best qualified
    applicants to continue in the process.
  3. An oral interview which will be weighted as 100% of the applicant's
    final examination score.� The oral interview may contain situational
    exercises.
