ABOUT THE POSITION

The Transportation Department has multiple opportunities for Senior Land Surveyor and Supervising Land Surveyor in Riverside.

The incumbents of the positions responsible for supervising field survey crews performing construction survey activities and providing direction to office staff performing a variety of survey activities. The selected candidates will be responsible for executing the full scope of supervision for staff members, which includes setting the priorities of land survey personnel on either a field survey crew or in an office setting, monitoring the progress of work to ensure that projects are completed timely, and evaluating work performance.

The Senior Land Surveyor incumbents will supervise field survey crews, OR an office section responsible for performing a specialized survey function, OR multiple sections performing diverse or less complex survey related functions. Incumbents report to a Supervising Land Surveyor and/or Survey Project Manager and are responsible for maintaining adherence to established policies and procedures within assigned sections. Additionally, the Senior Land Surveyor will perform complex land surveying work and may serve as a subject matter expert in specific functional areas.

The Supervising Land Surveyor incumbents are responsible for the day-day coordination and management of sections engaged in office and/or field survey work. Incumbents assist in the development of policies and procedures, and direct activities through Senior Land Surveyor positions.

The selected candidates will be a seasoned land surveyor with an in-depth understanding of survey principles and practices as applied to preliminary surveys, legal descriptions, subdivision mapping, construction, and topographic, geodetic, and photogrammetric surveys.

The most competitive candidates will have experience in the preparation / review of subdivision maps, legal descriptions, plat maps, corner records, records of survey, and minor land cases (parcel mergers, lot line adjustments, certificates of compliance).The Senior Land Surveyor operates in a fast-paced, time-sensitive and customer service-oriented work environment and will draw upon considerable knowledge of County of Riverside ordinances and Map Preparation Manual, Caltrans manuals (Survey, Right-of-Way, Local Assistance Procedures), the Professional Land Surveyors Act, the Subdivision Map Act, and other related regulations to ensure the work is executed in accordance with requirements. A working knowledge of CADD software's such as Microstation, InRoads, OpenRoads, Civil 3d, and esri products (ArcMap, AGOL, ArcPRO, Portal) is desired.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for seven county departments including, the Planning Department, Building & Safety Department, Transportation Department, Environmental Health Department, Code Enforcement Department, Aviation Department, and the Administrative Services Department.

EXAMPLES OF ESSENTIAL DUTIES

Senior Land Surveyor

  • Assigns and supervises, directly or through subordinates, technical and support staff engaged in various survey activities which may include: making preliminary, construction, property, subdivision, photogrammetric, elevation, or topographic surveys.

  • Checking land division maps, records of survey maps, and corner records; processing geodetic and cadastral surveys; processing street name requests; providing survey information to public; preparing right-of-way descriptions, documents, maps and exhibits.

  • Responsible for timely completion and technical proficiency of work assigned to area; monitors and participates in the training of subordinates.

  • Reviews subordinate staff's performance, prepares evaluations, and recommends appropriate personnel actions; interviews and makes recommendations on the selection of subordinates.

  • Provides field crews with necessary support data, and evaluates their reports for completeness and accuracy.

  • Reviews pending jobs and supervises the assembly of all survey information such as construction and design plans, tract maps, parcel maps, and records of survey needed to accomplish survey work.

  • Assists in the preparation of the budget by determining equipment needs and staffing requirements; provides technical information and assistance to engineers, and surveyors.

  • Sets priorities, monitors progress of work, and advises on survey problems and procedures; prepares periodic progress and other activity reports.

Supervising Land Surveyor

  • Plans, organizes, assigns, and reviews the work of sections engaged in all aspects of land surveying and related activities which may include geodetic and cadastral surveying, right of way engineering, map checking, street names, and public information.

  • Coordinates survey methods to obtain the desired accuracy, to meet legal requirements, to meet completion dates, and to ensure the suitability of surveys for intended purposes.

  • Provides administrative and technical supervision of survey personnel engaged in the implementation, coordination, and checking of general surveys; assists in developing divisional policies and procedures.

  • Interprets laws, rules, and regulations pertaining to survey functions, and makes recommendations on highly complex or controversial legal interpretations and other survey related matters.

  • Resolves personnel or technical problems, or makes recommendations for corrective actions; evaluates performance of subordinate supervisors; may direct recruitment procedures, and make selection recommendations of subordinates.

  • Coordinates work with other departments, governmental, and private agencies; prepares budget estimates; testifies as an expert witness in courts and hearings; prepares complex technical reports; reviews and signs legal documents.

MINIMUM QUALIFICATIONS

Senior Land Surveyor

$44.50 - $68.93 Hourly

$92,560.62 - $143,369.20 Annually

Experience: One year of land surveying experience in a supervisory capacity.

Knowledge of:Effective methods of supervising and training personnel; survey principles and practices as applied to preliminary, legal, land, construction, topographic, geodetic, and photogrammetric surveys; mathematics through trigonometry as applied to surveying; the general principles of the subdivision of land and the Subdivision Map Act; the State Coordinate System.

Ability to:Supervise, plan, and direct the work of others in a complex technical section; interpret plans, specifications, and survey notes; establish and maintain effective working relationships with others.

Supervising Land Surveyor

$45.98 - $73.14 Hourly

$95,629.46 - $12,678.26 Annually

Experience: Three years of land surveying experience in a supervisory capacity.

Knowledge of: The principles and practices used in preparing land descriptions; the principles and practices of land surveying, geodetic surveying, cadastral surveying, and photogrammetric surveying; laws, rules, and regulations pertaining to survey functions including Government Land Office survey points, subdivisions, and records of survey; principles of personnel supervision and employee training.

Ability to: Plan, organize, and direct personnel engaged in complex technical work; analyze complex technical and administrative problems, make sound recommendations for their solution, and adopt effective courses of action; prepare complex legal land descriptions, and technical reports; establish and maintain effective working relationships; make precise survey measurements and calculations; comprehend, interpret, and apply laws, rules, and regulations pertaining to survey functions; represent the department at meetings with other county departments, agencies, and the public.

All Level Requirements:

License/Certificate: Possession of a valid California Driver's License.

Possession of a valid certificate of registration as a licensed Land Surveyor issued by the California State Board of Registration for Professional Engineers,

OR

A certificate of registration as a Civil Engineer issued prior to January 1, 1982 by the State Board of Registration for Professional Engineers.

Physical Requirements: Ability to supervise work in office and in the field in inclement and often in extreme weather conditions including, but not limited to, high temperatures and humidity and low temperatures including rain and snow. May need to lift, move, or carry heavy survey equipment.
