DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

Design, develop and integrate specialized applications and databases based on highly complex software requirements. Develop custom application and interface using programming languages within the .NET stack.

Serve as the expert liaison to the business or functional area. Under general direction, formulate and define system scope and objectives. Devise or modify procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results.

Prepare detailed specifications from which programs will be written. Design, code, test, debug, and document those programs. Work at the highest technical level of all phases of applications systems analysis and programming activities.

May be responsible for completion of a phase of a project. Provide guidance and training to less experienced analysts and programmers.

The Senior IT Professional - Applications will work closely with IT Lead, Houston Fire Department (HFD) Leadership and and Emergency Medical Services (EMS) other Staff to support Fire/EMS related Applications so that the Houston area residents are safely transported to the local area hospitals. HFD has a vast array of applications that are unique and are used for: electronic records, telehealth, credentialing, continuing education etc. This role will ensure that the HFD Apps are continuously available and have a 24/7 uptime.

RESPONSIBILITIES:

OPERATIONS:  Implements service improvements by evaluating trends; anticipating requirements and leading multidisciplinary projects or initiatives; assessing current situation; and using expert knowledge Applications and database design and best practices.

 Keeps users informed by preparing performance reports and communicating platform status. Determines inefficiencies by conducting periodic audits.  Enhance operational results by identifying developing strategies in application development planning, tracking, management, and quality.

 Accomplishes financial objectives by forecasting requirements; forecasting annual budget requirements; scheduling expenditures; analyzing variances; initiating corrective actions. Safeguards by planning and implementing disaster recovery and back-up procedures and information security and control structures.

CUSTOMER SERVICE: Maintains customer service standard by initiating, coordinating, and enforce program, operational, and personnel policies and procedures.

 Completes customer service operational requirements by scheduling and assigning team members, following up on work results. Maintains quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems; identifying trends; recommending system requirements.  Assess customer satisfaction with services by designing and implementing satisfaction surveys, analyzing and interpreting results.

TEAM EFFORT:  Contributes to team effort by accomplishing related results and performing related responsibilities as needed.

WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.

EDUCATION

Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field.

Usually has advanced technical certifications that demonstrate mastery of a specialized application.

EXPERIENCE

At least six (6) years of technology experience supporting applications.

Advanced certifications and/or greater than six (6) years applicable experience may be substituted for up to two (2) years of the education requirement.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
