Under general direction, to manage, plan and coordinate the daily activities of one or more IT processes; to analyze trends in technology, assessing the impact of emerging technologies on the environment, providing solutions to address technology and business issues, and managing people and financial resources while ensuring the development of high-quality technology solutions.

This is a specialized recruitment. The primary focus of the Sr. IT Manager of the Cloud Operations Team is accountability for building processes, toolsets, and supporting the migration of on-prem to Cloud services. In addition, this manager will supervise the team accountable for the operational, cost and/or capacity management, performance, and availability of the Cloud services across diverse County agencies.

Reporting to the Director, this manager is responsible for instantiating a new paradigm for designing, developing, and deploying IT solutions that support the 'Cloud First' initiative of the County by having both 'Strategic' as well as 'Tactical' focus.

The position coincides with a unique opportunity to drive Santa Clara County's Cloud adoption to the next level by consolidating multiple operations into a cohesive roadmap, delivery, and execution of 'Accelerated' Cloud adoption in support of the County's mission. The County will look to this manager to develop a Cloud hosting service management strategy, solution development, and procedures across the organization to lead measurable gains in scaling our Cloud adoption. As such, this role requires a balance of hands-on experience and leadership qualities to support multiple cloud initiatives. In addition to the employment standards, a qualified candidate mustdemonstrate cloud strategy development experience, as well as execution experience that will enable them to play a tactical role in the County's cloud initiatives.

Such experience will allow the candidate to:

  • think horizontally when departmental engagement is needed to work collaboratively to solve problems, design and implement robust solutions;
  • consider vertical impact and translate loosely defined requirements into actionable tactical deliverables;
  • problem-solve and develop solutions to research, select appropriate technologies, and develop approaches for implementation within the environment;
  • maintain all compliance needs to meet business requirements.

Desirable qualifications include:

  • Having familiarity with compliance needs such as HIPAA, PCI, California Data Privacy, and other compliance needs (CJIS).

  • Expert-level certifications for Microsoft Azure and/or Amazon Web Services (AWS), demonstrating comprehensive knowledge and proficiency in these cloud platforms.

  • Prior experience defining, managing and achieving a disaster recovery initiative with 99.99% up time.

Typical Tasks

  • Ensures work, information, ideas, and technology flow freely among the team/section and ensures collaboration with other teams;

  • Manages the delivery of one or more IT services to support the IT strategy;

  • Contributes to the development of their organization's budget and monitors budget performance of subordinate managers;

  • Reviews service performance with staff and subordinate manages, ensuring that corrective action and improvements are implemented as appropriate;

  • Coordinates inputs into the demand management process and ensures that their staff and subordinate managers execute the plan;

  • Leads and participates in IT workforce deployment activities;

  • May be assigned as a Disaster Service Worker, as required;

  • Performs other related duties, as required.

Employment Standards

Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities:

Training and Experience Note:

Possession of a Bachelor's degree from an accredited college in Computer Science, Engineering, Information Technology, Science, Business or a related field,

And

Ten (10) years of IT and/or business work experience. Three (3) of these years of experience must be at a level comparable to the County's IT Manager classification. Certain positions may require five (5) years of specialized experience in the field managed.

OR

Training and experience equivalent to the possession of a Bachelor's degree. Relevant analytical, administrative, lead, supervisory or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;

And

Twelve (12) years of IT and/or business work experience. Three (3) of these years of experience must be at a level comparable to the County's IT Manager classification. Certain positions may require five (5) years of specialized experience in the field managed.

Special Requirements

  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California Driver's License prior to appointment and the ability to qualify for and maintain a County driver authorization.

  • Depending on the position, related certifications may be desirable.
