The Position

JOB SUMMARY

Under limited supervision from the Deputy Building Official, the Senior Inspector performs inspections of residential and commercial construction projects to ensure compliance with approved building permits. Duties include reviewing complex residential and commercial building plans for the purpose of ensuring structural, electrical, plumbing, and mechanical compliance with City zoning, building, fire, and other related codes.

ESSENTIAL JOB FUNCTIONS:

  • Makes onsite field inspections during all phases of construction to ensure building compliance with various codes, including those published by the International Code Council (ICC) and the National Fire Prevention Association (NFPA), National Electric Code, and verifies compliance with related zoning and other ordinances.

  • Reviews complex residential and commercial plans and specifications for compliance with codes and city ordinances.

  • Reviews inspection records, resolving any scheduling problems as they arise.

  • Approves permits.

  • Maintains computer records and reports concerning inspections, licenses, permits, certificates, etc.

  • Provides consultations with engineers, architects, builders, and contractors to discuss plans and compliance with various codes.

  • Prepares and writes departmental reports and correspondence.

  • Coordinates with other city departments to set up reviews and inspections as necessary.

  • Conducts required inspections during building condemnation procedures.

  • Answers questions in person, on telephone and via email regarding related zoning, building code compliance, and citizens' complaints.

  • Provides customer service to other departments and public as needed.

  • Performs on site license checks of plumbers, electricians and others that are required to be licensed under city ordinance or State and Federal Law. May issue citations as authorized.

  • Distributes literature and/or answers questions regarding available public services in the area.

  • Assists the Fire Marshal in the investigation of fire related incidents and the evaluation of structures and their condition/safety.

  • Performs residential plan reviews for compliance and applicable codes and ordinances.

  • Provides mentorship to Building Inspectors.

Acceptable Experience, Training, Certifications and Licenses

MINIMUM REQUIREMENTS TO PERFORM WORK:

High School Diploma, or its equivalent, plus five (5) years inspection experience,

or aBachelor's Degree in a related field plus one (1) year inspection experience,

orequivalent combination of education, experience and training which provides the required knowledge, skills, and abilities.

Municipal experience preferred.

Certifications and Licenses

  • Valid Texas driver's license, with acceptable driving record.

Plumbing Inspectors License issued by the Texas State Board of Plumbing Examiners required.

  • Certification as a Residential Combination, Commercial Combination or Combination Inspector by the International Code Council (ICC) preferred (or able to obtain within 1 year of hire).

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:technical and administrative aspects of building inspections, building codes, and city ordinances; construction practices including those relating to plumbing, electrical systems, structural, foundation, and heating and air conditioning systems; regulations pertaining to contractor licenses; regulations and guidelines prepared by state and federal agencies relative to the city's building inspection requirements.

Skill/Ability to: interpret and administer related zoning ordinances, building codes, and other related codes; read detailed blueprints; establish and maintain effective working relationships with other city employees, commissions and boards, state and local government agencies, contractors, builders, and the general public; demonstrate proficiency in both oral and written communication; and operate computers using standard word processing software. Able to lift up to 75 lbs.
