DEFINITION

The Senior Information Technology Analyst class performs a variety of professional, technical and analytical duties in the operation of enterprise, client/server and desktop computer systems and networks. The duties include work in the areas of user and systems requirements and analysis, project management, applications development and maintenance, computer systems support, network design and maintenance and data/database analysis/administration. Incumbents will be assigned to one of the following options:

  • Database

  • Business Analysis

  • Operating Systems

  • Networking

  • Programming

  • Project Management

DISTINGUISHING CHARACTERISTICS

The Senior Information Technology Analyst may function as a team leader and/or technical specialist who defines problems and proposes preliminary solutions.

Examples of Duties

Note: Duties may include, but are not limited to the following:

  • Assigns, directs, trains, develops and reviews the work of subordinate employees; evaluates employees' work performance; plans, schedules and coordinates work operations; solves problems related to the work; determines material, equipment and facilities needed; explains and gains the support of employees for management policies and goals such as cost reduction and safety; works to achieve the objectives of Court-wide programs and policies.

  • Plans, determines requirements, designs, builds, tests, implements, maintains and enhances complex business systems.

  • Integrates complex systems for inter-operability over multiple platforms and technologies.

  • Acts as liaison between vendors, technical support and departments to resolve complex system and network problems. Coordinates and implements corrective measures.

  • Models changes against hardware and software configurations to optimize the utilization of resources.

  • Provides leadership and mentoring to Information Technology Analysts and other subordinate employees.

  • Determines needs and develops plans and proposals to meet the needs of customers.

  • Researches, determines feasibility, advises and recommends appropriate uses of information technology.

  • Monitors and enforces security procedures.

  • Participates in projects related to responsibilities; may serve as a technical project lead.

  • Acts as the project manager over Court wide (enterprise) or departmental business system application development projects that are highly complex.

  • Develops vendor contracts and statement of work; maintain contracts and ensures compliance.

  • Produces project plans, and measurable deliverables for project phases; manages Court wide or departmental system implementation following project plans and change request processes.

  • Produces executive level documents, status reports and presentations.

  • Publishes capacity plan.

  • Determines and adjusts thresholds for system resources.

  • Provides data for justification for unit budget; develops and monitors project budgets and resources.

  • Performs related duties as assigned.

Minimum Qualifications

Either I

Education: A Bachelor's Degree in computer science, information systems or a closely related field.

And

Experience: Three (3) years full-time experience in the fields of systems analysis, systems engineering, programming, database administration and/or analysis, operating systems, network analysis and/or project management or similar field in a multi-platform information systems environment. Two (2) of the three (3) years experience shall be in the option being tested.

Substitution:Additional full-time experience in the fields of systems analysis, systems engineering, programming, database administration and/or analysis, operating systems, network analysis and/or project management or similar field in a multi-platform systems environment may substitute for the Bachelor's Degree on a year-for-year basis. Or an Associate of Arts degree in computer science, information systems or a closely related field and two (2) additional years of full-time experience in the fields of systems analysis, operating systems, network analysis and/or project management or similar field in a multi-platform information systems environment may substitute for the Bachelor's Degree.

Or II

Experience: Two (2) years full-time experience in the class of Information Technology Analyst (Level II) in Sacramento Superior Court service.

Or III

Experience: Two (2) years full-time experience in Sacramento Superior Court at the level of Information Technology Analyst (Level II) as contracted through the Sacramento Superior Court Information Technology contracts. The hiring duty statement provided to the contracting agency must be attached to the employment application.

NOTES:

A) Evaluation of degrees, certificates and experience includes verification of accreditation of institution and applicability of content to prevailing industry standards and current court needs which are subject to change in existing technology requirements.

B)Minimum qualifications are subject to review by information technology subject matter experts.

Software systems development life cycle; principles of computer data processing; business system applications; principles and techniques of software and systems quality assurance and control; principles and practices of leadership and mentoring; principles and practices of technical problem solving; principles, processes, techniques of project management and related software; methods of long term technology assessment and deployment; team dynamics and team building; principles, practices and techniques of providing customer service; design, installation and maintenance of enterprise, distributed, client/server and desktop computer systems; computer operations and facilities; principles and practices of producing effective project and technical documentation; programming languages and job control language; restart and recovery concepts.

Database Option

Database management systems (DBMS); database design; logical data scheme; database CASE tools; related data/file management tools; database utilities; file and data recovery; database security methods and techniques; physical control standards and procedures.

Operating System Option

Fundamentals and concepts of enterprise, distributed, client/server and desktop computer operating systems; computer systems configurations; operating system structure, operations and utilities.

Networking Option

Logical and physical network design; LAN/WAN network hardware and software vendors and products; data communication concepts and principles; Internet and Intranet architecture; network security policies, techniques and procedures; network documentation, configuration, maintenance and diagnostic procedures and techniques.

Programming Option

Systems and program design and analysis; principles and techniques of programming; programming languages and utilities; test plan, test case and test bed development and use.

Business Analysis Option

Definition of technical specifications from user and business requirements; business systems analysis; lead sub projects; business systems configurations; local agency liaison; business contract issues; business planning process; service level agreements; test planning and execution, test case and test bed development and use; practices of effective communication of technical issues to user and client community; user acceptance testing; executive level status reports and presentations.

Project Management Option

Advanced principles and practices of project management and work flow analysis; principles, practices and techniques of providing customer service; change management principles and practices; principles and practices of effective team building, team leadership and conflict resolution; advanced principles, methods and techniques used in designing, developing, testing and implementing various software technology solutions; methods and techniques of eliciting, analyzing and documenting business requirements and processes; vendor contract development, management and compliance; executive level status reporting and presentations.

Other Information

TYPICAL PHYSICAL REQUIREMENTS

This position requires strength, coordination and vision to use a keyboard and video display terminal on a daily basis; frequent communication; dexterity and coordination to handle files and single pieces of paper; occasional lifting of objects weighing up to 25 lbs. such as files, stacks of papers, reference and other materials; moving from place to place within an office; some reaching for items above and below desk level; use of office equipment, including computer, telephone, calculator, copier, scanner, and facsimile.

TYPICIAL WORKING CONDITIONS

Work is performed in an office environment throughout the Sacramento Superior Court. The nature of the position requires continuous contact with court staff, judicial officers, and the public.

OTHER REQUIREMENT

Must be able to pass a criminal history information background check.

Hours of Work:

Incumbents may be required to work irregular hours and on-call.
