Position Description

As of July 1, 2024, the new starting pay is $57,875.70

This posting will be used to fill a fill-time, permanent, safety sensitive, Senior Information Systems Support Specialist position in the Bureau of Utilities in the Department of Public Works.

This is highly skilled lead and technical work in support of the Information Systems Support Specialist classification series. The Senior Information Systems Support Specialist functions as lead worker, involving the design, implementation, troubleshooting, and maintenance of a variety of computer platforms, operating systems and monitoring all multi-platform hardware and software, and providing assistance to PC and network/telecommunications systems users. These systems include PC's and PC/LANs, the Wide Area Network (WAN) minicomputers, mainframe applications, Computer Aided Dispatch systems, and similar technologies. The Senior Information Systems Support Specialist is distinguished from the Information Systems Support Specialist in scope of responsibility and staff supervision, while providing end-user support.

NATURE AND VARIETY OF WORK

Employees provide lead worker support to install and configure hardware and software, troubleshoot and provide diagnostics to identify potential system problems for new or existing SCADA, PLC, HMI, VFD, and similar software programs. Provide technical support to PC/telecommunications hardware and software problems, and provide help desk problem resolution. Lead worker support is also provided to implement complex computer-based departmental information systems and analysis. Work involves configuring user accounts and peripheral devices.

Employees receive general supervision from a higher-level supervisor. Employees diagnose process control hardware, software, and communication problems. Troubleshoot process control systems as needed and take corrective action when necessary. Work is performed with independence, but within the established policies and procedures set forth in guidelines in the form of County and departmental policies and procedures, technical manuals, and computer science principles and practices. Employees are required to use sound judgment as necessary to modify, adapt, or deviate from guidelines to accomplish work assignment objectives. Employees in this class interact with both technical and non-technical staff within other County departments.

Depending on the area of assignment, the work may involve bending, lifting and moving boxes, walking, standing, may be sedentary in an office environment, and may include the operation of a County vehicle for pick up and delivery of equipment. Employees may be required to work an evening or night shift, some weekends, and include overtime work.

Serves as lead worker for determining requirements for applications systems, sharing of files and equipment, and data communications.

Identifies automation needs, makes purchase recommendations, and monitors expenditures.

Lead worker to image, install, and maintain Personal Computing hardware and associated peripherals; diagnose, configure and upgrade hardware, software, data communications and related problems; and resolve computer problems in both network/telecommunications and stand-alone environments.

Provides end-user support for computer applications; generates various reports; creates back-up of data sources; and loads new data into systems.

Serves as lead worker to configure software parameters for security and operational efficiency; tests systems for integrity and performance; and oversees implementation and documents the process.

Monitors hardware, software, and telecommunications equipment to include installing and upgrading applications; configuring programs to meet end-user needs; troubleshooting issues; and reviewing usage reports.

Coordinates system security to include assigning users appropriate identification; adding and deleting users as necessary; assessing individual access needs to make system changes.

Thorough knowledge of computer science principles and practices, including knowledge of relational database systems, structured design and programming, data communications, quality assurance, information technology security and knowledge-based systems.

Thorough knowledge of PLC, HMI, VFD and similar programs and troubleshooting same.

Thorough knowledge of PC LAN system design and operation.

Thorough knowledge of a variety of office automation systems.

Knowledge of the organization and operation of the business department to which assigned or the ability to rapidly acquire such knowledge.

Knowledge of Quality Assurance and Information Technology security principles and practices.

Knowledge of source and object code library management systems (e.g. Panvalet) and Web application developers (e.g. WebSphere) and JCL (Job Control Language).

Skilled in migrating and implementing application software from a development stage to a production stage.

Skilled in developing and maintaining operational documentation for production applications and processes for use by non-technical and technical staff.

Skilled in the use of spreadsheets, word processing, graphics, communications, database management systems, and integration of data between diverse systems.

Ability to use and interpret technical manuals.

Ability to install IS components, install and test software.

Ability to understand and apply basic quality assurance and computer/network security practices and departmental Information Technology security policy and standards.

Ability to work with and provide assistance and training to non-technical staff-clerical, and professional and managerial.

Ability to effectively communicate in verbal and written form.

Ability to work independently, and follow standard operating procedures and departmental policies and standards.

Ability to apply policies, standards and procedures in the absence of information technology management.

Minimum Qualifications

Two (2) years of course work with an AA Certificate in electronic data processing from an accredited college, supplemented by courses in computer system administration or a related subject; four (4) or more years experience in technical support and maintenance of computer systems; including the configuration and troubleshooting of hardware and software.

NOTE: Two (2) years of course work with an AA Certificate in electronic data processing from an accredited college may be substituted with up to two (2) additional years of experience for a total of up to six (6) years of experience in technical support and maintenance of computer systems, supplemented by courses in computer system administration or a related subject; including the configuration and troubleshooting of hardware and software.

Note: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.

For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement.
