DISTINGUISHING FEATURES OF THE CLASS: The work involves planning, directing, coordinating and

maintaining information systems.

This is a technical/ managerial position responsible for all aspects of information systems.

The incumbent works cooperatively with County departments and outside vendors. Work is performed under the general supervision of higher-ranking administrative employees of the department. Supervision is exercised over subordinate technical and/or clerical staff. Does related work as required.

TYPICAL WORK ACTIVITIES:

Assists in the installation, maintenance and customization of vendor supplied information systems, including but not limited to, software, hardware, networks and communications;

Assists in the coordination of equipment upgrades and problem resolutions with vendors;

Supervises lower level clerical and/or technical employees by coordinating plans, functions and schedules, making assignments and evaluating performance;

Trains lower level employees;

Confers with and advises subordinates on administrative policies and procedures, technical problems and methods;

Interfaces with outside vendors/contractors;

Reviews new systems and proposed or requested changes to existing applications;

Makes recommendations to management regarding hardware/software to achieve improved information systems and methods of implementation of same;

Assists in planning changes to existing information systems staff, equipment and organization;

Maintains records, prepares reports and documentation;

Performs additional work related to the administrative, managerial and hands-on technical operations of the information systems, as assigned;

Works "flex shifts" as required;

Works shifts as may be assigned, scheduled or in support of operations.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of information systems principals, procedures and concepts; good knowledge of servers; ability to develop and troubleshoot EDP information data systems; ability to supervise and coordinate the activities of information systems staff; ability to follow detailed oral and written instructions; ability to work well with others; ability to prepare reports and manuals; ability to coordinate the delivery of services and resolve complaints; dependability; initiative; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:

A) Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Information Systems, Computer Science or a closely related field and three (3) years of experience in information system operations or computer hardware and software experience, at least two (2) years of which included administrative or supervisory experience; or:

B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Information Systems, Computer Science or a closely related field and five (5) years of experience in information system operations or computer hardware and software experience, at least two (2) years of which included administrative or supervisory experience; or:

C) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Administration or Health Science which included twenty-four (24) semester credit hours in Information Systems or Computer Science and six (6) years of experience in information system operations, at least two (2) years of which included administrative or supervisory experience; or:

The incumbent is responsible for Technology risk governance and management activities, including threat and risk identification, control assessments, controls testing, exception reporting, and security awareness training programs. This position will also develop and maintain policies, standards, and procedures in support of overall risk management framework and objectives, in coordinating all technology and data-related internal and external audit activities, with planning of control self-assessments, and in developing project plans for tracking progress to remediate any findings. The incumbent is responsible for interpreting detailed technical standards and applicable regulations, and will work with control and policy owners to ensure design effectiveness and compliance by partnering with and advising on enhancements to the control environment. Primary Responsibility • Develops and maintains security awareness training programs, and facilitates delivery and administration of training sessions to ensure workforce members understand policies and procedures and their responsibility in ensuring security of information. * Develops and maintains a risk governance program, and in execution of risk benchmarking initiatives to develop a common enterprise IT Risk view. * Develops, maintains, and publishes policies, standards, and procedures based on an established risk management framework, and ensures enterprise-wide dissemination. * Works with business and IT stakeholders to develop and institute processes and effective KRIs/KPIs to ensure effectiveness of controls and track risk. * Integrates and complies with control frameworks such as SOC, HITRUST, NIST 800-53. * Coordinates internal and external audit activities. * Plans and coordinates risk-based control self-assessments. * Assists with planning, risk identification, risk assessments, and related risk response options selection and implementation to manage risks within acceptable levels. * Produces meaningful and value-added reporting and metrics on risk programs, assurance reviews, and tests results to ensure controls are working as designed, and risks and findings are being addressed. * Analyzes business impact and exposure based on current and emerging security threats, vulnerabilities, and risks to facilitate business to make risk-aware decisions. * Develops and maintains project plans, agendas, and minutes to communicate approach, progress, and milestones on risk management initiatives. * Conducts vulnerability assessments and/or analyzes assessment reports, and coordinates remediation efforts to ensure timely risk mitigation and enforcement of policies, standards, and security architecture. * Translates security risks and communicates effectively to business partners within the organization to ensure alignment with risk appetite and tolerance. * Understands and contributes toward upkeep of risk register including tracking, scoring and associated risk statements. * Performs other related duties as required.
