Job Summary

Under the general supervision of the Division Chief, ICD Operations Management (ICDOM), is responsible for the planning, operations, and support of business solutions for ICD systems/Cloud Solutions, training data analytics, course support, training facilities, and websites. In addition, acts as departmental Systems Executive, and IT budget administrator for the Division.

Provides systems support to headquarters and regional programs. Supervises the Information Management (IM) team, with responsibility for the delivery of the IMS team work program and contributes to the assessment and development of staff. Coaches and mentors staff, fostering collaborative working relationships with internal and external stakeholders. In addition, represents the division on relevant Department and Fund-wide committees.

Main Duties and Responsibilities

In coordination with the ICDOM Chief and Deputy Chief, oversees, assigns, and manages the work and delivery of services provided by the IM team, including: project management, stakeholder engagement, effective tracking, quality control and cost-effective solutions. Initiating reviews, formulating goals and objectives, developing work programs and priorities, assigning and allocating resources, and reviewing the work of the team for adherence to institutional policies.

Oversight of all projects associated with ICD's documents, Business Solutions, IT, and AV training facilities, maintenance and expansion of the ICD websites. Coordinates training data dissemination, which includes tracking and reporting for all training conducted by capacity development-delivering departments, regional training centers, regional training programs, and regional technical assistance centers.

Oversees the departmental Systems Executive role for ICD. Accountable for consistent, successful delivery of operations, support, and multiple projects, including budget, sourcing models, schedule, quality assurance, and project oversight. Tracks and trends metrics, and adjusts performance as needed. Conducts root cause analysis and implements appropriate corrective actions.

Oversight of all business operations related to Business Solutions in collaboration with the Information Technology Department (ITD). Manages ICD business solution work practices and projects to ensure feasibility of enhancements and compliance with the Integrated Project Approach. Clearly and effectively communicates and builds trusted partnerships with internal business clients, vendors, staff and management.

Engages with clients to understand business strategies, priorities, cycles, policies, and procedures. Ensures that project and support teams understand these business activities and how the solutions they are delivering support them.

Accountable for managing demand with business partners for new systems and changes to existing systems aligned to the resources and priorities of ICDOM Division, and the Department.

Under the overall guidance of the Division Chief and Deputy Division Chief, defines individual performance objectives for staff under supervision by assessing individual training needs, managing career development, and recognizing employee performance. Provides input to Division Chief and Deputy Division Chief over the performance cycle.

Provides leadership, mentoring, and ongoing feedback to direct reports and team members. Provides challenging assignments and opportunities for development.

Leads compliance reviews for appropriate use of business solutions ranging from usage, licensing, copyright, privacy, information security and other similar Fund policies and guidelines. Keeps abreast of regulatory and compliance issues within and outside the Fund impacting ICD's operational work and follow up on Fund-wide requests relating to compliance and regulatory activities. Engages in fiduciary reporting on budget.

The division supports governments in Latin America and the Caribbean in their efforts to strengthen fiscal policy and management both at national and subnational levels to promote economic growth and reduce inequality and poverty. The Team: Our main areas of work are tax policy and administration, public expenditure, subnational fiscal policy and management, fiscal sustainability and macro-fiscal policy and fiscal transparency. In the area of fiscal policy, we design programs and projects to reform tax systems, including tax administration, as well as public spending—both current and capital— and public procurement, provide advice and technical assistance on specific fiscal issues and instruments such as Integrated Financial Systems, and generate and disseminate knowledge to guide our evidence-based interventions and learn from our work. What you'll do: * This is a strategic managerial position to lead, steer, craft and deepen Bank support to our member countries to address critical challenges for achieving shared development and deepening trust in fiscal policy and institutions. * Provide strategic leadership and direction to guide the agenda in fiscal policy and management, and advise Senior Management in relevant policies, strategies, guidelines and initiatives for the Bank and regional member countries; * Remain abreast of cutting-edge knowledge in the discipline, including the latest innovations, technologies and insights, evolving academic and international standards, and long-term foresight about structural trends in the region, and generate and oversee policy-relevant research and knowledge products; * Conduct high-level policy dialogue with government authorities and handle the timely provision of high-quality analytical and advisory services to client countries; * Supervise the identification, preparation and delivery of high-quality, tailor-made programs supported by loan operations and technical assistance grants; * Ensure the alignment with country strategies and lead the dialogue with country representatives on the scope of Bank support; * Provide strategic directions and guidance to the Division and its core management team, ensure quality control of its operations, and provide direct and indirect line management to its staff; * Lead a highly-skilled interdisciplinary and multi-cultural, multi-site team of professionals; lead, coach, establish goals and expectations, handle performance, provide feedback and plan recruitments to optimize staff performance; and promote information sharing within the Division, offering coherence, consistency and collaboration between staff in headquarters and field offices; * Develop internal and external coordination, maintaining a continuous dialogue with other sector divisions of the Bank, and strengthening strategic partnerships with other international and regional organizations; * Represent the Bank in relevant regional and international initiatives, public forums, conferences and seminars as speaker, panelist and participant. Skills you'll need Education: A Master's degree or Ph.D. (preferred) in Economics, Public Policy with Concentration in Economics and/or Public Finance, Development Economics, or other relevant field/s. Proven ability for lateral thinking and foresight planning and thrust for implementing promising innovations, especially the potential of digital solutions. Experience: A minimum of 10 years of relevant experience in government, bilateral aid agency or multilateral institution.
